Summary of the contracting process

Carmarthenshire County Council has successfully awarded the Carmarthenshire Property Works Framework, a comprehensive framework agreement aimed at delivering responsive maintenance, planned works, adaptation works, call handling including out-of-hours, void property works, technical inspections, and trade-specific works for its Housing and Non-Housing Divisions. The framework, involving multiple contractors across different trade-specific, geographical, and value-banded lots, is divided into 40 distinct lots covering all regions within the county. The procurement process, initiated in February 2024, included an extension to the tender submission deadline to allow for greater participation. The open procedure procurement method resulted in the awarding of contracts on 13th August 2024, with all frameworks being live for a period of four years.

This tender creates substantial opportunities for business growth in multiple sectors, including plumbing, electrical works, carpentry, roofing, and general construction work. Small to medium-sized enterprises (SMEs) are particularly well-suited to compete for these specialised lots, as evidenced by the successful awarding to multiple SMEs across various trades. Businesses providing emergency maintenance, renovations, adaptations for disability facilities, and sustainability improvements are encouraged to participate. This framework not only aids in portfolio expansion but also supports the Council's economic and social objectives, offering a significant avenue for local businesses to grow and engage with public sector contracts.
