1.19. The University of Edinburgh Accommodation, Catering & Events is looking to appoint competent suppliers to deliver property maintenance and compliance testing services to our short lease properties. These short lease properties are owned by private landlords and rented to University students. Accommodation Services provide a full property management service to these properties. This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T). We will apply a one stage Open procedure. Bidders must self-certify their adherence to the conditions of participation via the ESPD (Scotland) in PSC-T, and may be required to submit Means of Proof before contract award. Bidders must refer to the specific requirements listed in the Section III in this Contract Notice when completing the ESPD in PCS-T.

Property Maintenance

The University of Edinburgh Accommodation, Catering & Events is looking to appoint competent suppliers to deliver property maintenance and compliance testing services to our short lease properties. These short lease properties are owned by private landlords and rented to University students. Accommodation Services provide a full property management service to these properties. Accommodation Catering and Events - Continuing and Family Student Accommodation currently manage a portfolio of 150 short lease properties on behalf of a variety of landlords, although this figure is subject to change. To support the maintenance and legal compliance requirements of this portfolio, we seek to appoint suppliers to deliver works/services in the following two lots, lot 1 Property Maintenance and Lot 2 Legal Compliance and Certification.Suppliers will have the option of bidding for one or both lots. Both lots will have 2 suppliers awarded to them on a ranked basis. Work shall be offered to the first ranked supplier in the first instance, If the offer is declined to the supplier cannot meet the service requirements the work will then be offered to the second ranked supplier. Multi trade supplier, including as a minimum handyman, joinery, plumbing, electrical, gas and heating engineer, glazier, plasterer, locksmith, roofer and painter to attend to the University's maintenance requirements. This will include planned and reactive maintenance/ repairs and also HMO remedial work, the supplier is therefore required to have familiarity with HMO requirements. Often work may be required to be completed within a 24 hour period, as a result of the tight turnaround in the properties. This will also include emergency repairs, which require a response within a 2 hour period. We require all trades to be available for routine call outs and out of hours/emergency call outs 365 days a year 24 hours a day.. Suppliers will have the option of bidding for one or both lots. Both lots will have 2 suppliers awarded to them on a ranked basis. Work shall be offered to the first ranked supplier in the first instance, If the offer is declined to the supplier cannot meet the service requirements the work will then be offered to the second ranked supplier.

Renewal: Will be reviewed at the end of the contract period.

Legal Compliance and Certification

The University of Edinburgh Accommodation, Catering & Events is looking to appoint competent suppliers to deliver property maintenance and compliance testing services to our short lease properties. These short lease properties are owned by private landlords and rented to University students. Accommodation Services provide a full property management service to these properties. These include but are not restricted to the following: - Landlords Gas Safety Checks - Portable Appliance Testing - Electrical Installation Condition Reports - Emergency Light Testing - All L8 related standards - Fire alarm maintenance - Fire risk assessment - Fire equipment maintenance - Energy Performance Certificate - Asbestos Surveys - Boiler service Package deal for having multiple tests done simultaneously. This will also allow the University to offer this to prospective new landlords.. Suppliers will have the option of bidding for one or both lots. Both lots will have 2 suppliers awarded to them on a ranked basis. Work shall be offered to the first ranked supplier in the first instance, If the offer is declined to the supplier cannot meet the service requirements the work will then be offered to the second ranked supplier.
