Notice Description

Zero Waste Scotland wishes to appoint a Contractor/s for the provision of technical, specialist and general business support functions to support the delivery of the Circular Economy Business Support Service. This will be through a multi-lot, multiple supplier Framework Agreement.

Circular Economy Primer

The technical services provided will support the Circular Economy Primer workstream by helping ensure that supported SMEs are better developed and equipped in terms of knowledge, guidance and understanding necessary to identify and implement circular economy approaches that incentivise sustainable consumption and deliver sustainable production in fulfilment of the SMEs services and / or products.

Renewal: This agreement may be extended by up to a further two (2), 12-month periods, subject to satisfactory performance, continued funding and prior agreement between Zero Waste Scotland and the Contractor.

Circular Economy Implementation Support

The technical services provided will support the Circular Economy Implementation Support workstream by helping ensure that supported SMEs have access to the range of additional resources necessary to implement changes to products and service models as identified within their support plan. This includes the provision of interns and / or interim managers.

Renewal: This agreement may be extended by up to a further two (2), 12-month periods, subject to satisfactory performance, continued funding and prior agreement between Zero Waste Scotland and the Contractor.

Market Engagement

The technical services provided will primarily support the Circular Economy Activator workstream by helping ensure that supported SMEs have access to specialist sectoral and / or market knowledge to help with proof of concept and market validation that enables a more robust and demonstrable understanding of their anticipated market. This may include demand, barriers to entry, regulatory and permitting requirements, and the optimum route to market. It may also be required, from time to time, to provide more specialist support to SMEs within both the Circular Economy Primer and the Circular Economy Implementation Support workstreams where this provide more effective and efficient delivery of the requirements.

Renewal: This agreement may be extended by up to a further two (2), 12-month periods, subject to satisfactory performance, continued funding and prior agreement between Zero Waste Scotland and the Contractor.

Business Development and Commercialisation

The technical services provided will primarily support the Circular Economy Activator workstream by helping ensure that supported SMEs have access to specialist business development and / or commercialisation knowledge to help prepare for full commercial rollout of their proposition. This will provide them with a more robust and demonstrable understanding of their business approach, including initial business models and financials, structural and / or process changes required for transition, and the life-cycle and sustainability of their product or service design. It may also be required, from time to time, to provide more specialist support to SMEs within both the Circular Economy Primer and the Circular Economy Implementation Support workstreams where this provide more effective and efficient delivery of the requirements.

Renewal: This agreement shall be for a period of around twenty-three (23) months from the Commencement Date, to 31 March 2022, unless the maximum value for this agreement are achieved prior to this date, or the agreement is terminated earlier.
