Notice Description
Forestry and Land Scotland (The Employer) looks after the national forests and land to enhance biodiversity, support tourism, and increase access to the green spaces that will help improve Scotland's physical and mental health and well-being. The Employer also continues to provide vital timber supplies to support a sustainable rural economy. Further information on who the Employer is and what it does can be found here: https://forestryandland.gov.scot/. The Employer manages a large number of buildings (including offices, stores, workshops, deer larders and visitor provisions) across Scotland and requires contractors to provide buildings maintenance and improvement works across the estate. The Employer has a requirement to establish a Framework Agreement with external Providers to maintain its buildings to a safe and legally compliant condition as well as providing upgrades and improvements. The Framework Agreements will provide a compliant route to market for the Employer to procure the works from a list of pre-approved contractors and replace the current Framework Agreements.

Buildings Maintenance - Forestry and Land Scotland (FLS) manages a large number of buildings (including offices, stores, workshops, deer larders and visitor provisions) across Scotland. FLS has a requirement to establish a framework agreement with external contractors to maintain its buildings to a safe and legally compliant condition as well as providing upgrades and improvements. The duration of the framework agreement will be 4 years with no optional extension periods. FLS will be appointing a maximum of 3 contractors to each Lot. The successful contractors awarded to the framework agreement must provide all necessary trades, either directly or via the use of subcontractors to complete the works as required. Works procured through these frameworks requires a variety of trades which may include: plumber, heating engineer, joiner, roofer, builder, labourer, electrician, groundworker (including mechanical plant), painter and decorator, plasterer, scaffolder, flooring (vinyl, tiles, carpet etc.), blacksmith, mechanical engineer. For more information see: http://www.publiccontractsscotland.gov.uk/info/InfoCentre.aspx?ID=2343 The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: Most of the supply base are micro or SMEs, and the application of the Sub-Contract Clause may deter contractors from bidding for requirements. Contractors who intend to sub-contract out any portion of the works will be required to provide sub-contractor SPDs for all proposed sub-contractors who will be relied upon to deliver the works. The acceptance of any subcontractor(s) will be subject to the approval of FLS. The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason: Community benefits were considered and are not directly related to the type of works required. Given that a contractor can win a maximum of 4 lots, with up to 3 contractors in each Lot, it is highly unlikely that we would spend 4,000,000 GBP with a contractor over the 4-year duration. It was decided not to include community benefits given the current economic climate and to ensure that the process is not too onerous for smaller contractors. (SC Ref:801452)",
