Summary of the contracting process

The City of Edinburgh Council established a three-lot framework for furniture removal, storage, ethical disposal, relocation design and move management services in Edinburgh. Lot 1 covers project-based removal and ethical disposal of furniture, including delivery, set-up, dismantling and removal for large events involving the Council and partner organisations. Lot 2 covers removing, transferring and storing tenants’ belongings for the Council’s temporary accommodation service, which supports around 5,000 homeless people each year. Lot 3 covers designing, managing and advising on staff and service relocations, including associated furniture, equipment and resources, with the aim of minimising disruption and downtime. This is a services opportunity for removal, storage, logistics, relocation planning and move-management businesses.

The procurement is complete and has been awarded through an open procedure. The framework operates from October 2026 for four years, with no extension option; each lot has a 1,440-day contract period and the contracts were signed on 5 August 2026. Lot 1 was awarded to AGM Bishops Limited, Doree Bonner International and Harrow Green Limited for £690,000. Lot 2 was awarded to Doree Bonner International and Clockwork Removals for £3,200,000. Lot 3 was awarded to Space Solutions, Amer Logistics Ltd. trading as Johnsons, and AGM Bishops Limited for £500,000. Each lot was evaluated on quality at 40% and price at 60%. The framework allows up to eight participants and demand is expected to recur in summer 2029.

This procurement demonstrates recurring Council demand for coordinated furniture logistics and relocation services at three distinct levels: ethical disposal and event support, high-volume temporary-accommodation removals and storage, and professional move design and management. A credible future competitor would need operational capacity for collection, transport, storage, dismantling, delivery and set-up, together with the ability to support sensitive household moves and larger public-sector relocations. Lot 3 requires consultancy and project-management capability, including advice that keeps disruption and downtime low. Financial readiness is important: the stated annual turnover thresholds were £345,000 for Lot 1, £1,600,000 for Lot 2 and £250,000 for Lot 3, with cumulative turnover required when bidding for multiple lots. Required insurance levels were £5 million employers’ liability, £10 million public liability and £5 million professional indemnity.
