This Prior Information Notice (PIN) relates to the renewal of a Framework Agreement for energy and efficiency works and services. The Contracting Authority (Scotland Excel) seeks notes of interest from Suppliers who believe they have the capability and capacity to fulfil the requirement of multiple and/or specific lots, detailed within the body of this PIN notice and, any subsequent Tender Programme. Potential Tenderers who believe they can fulfil the non-exhaustive high-level specification details within this PIN shall note their interest in this notice by 17:00 (Close of Business) on the 23rd of January 2026.

The works under this lot may include but not limited to: Building Fabric Measures and Finishes, Cavity Wall Insulation, Hard to Treat (HTT) Cavity Wall Insulation, Warm Roof Insulation, Repair and Replacement: Pitched, Internal Wall Insulation, Floor Insulation, Doors Replacement and Retrofit, Windows Replacement and Retrofit, Flat Roof Insulation Repair and Replacement, Cold Roof Insulation Repair and Replacement.
Heating, Hot Water and VentilationThe works under this lot may include, but not limited to: Gas Boilers, Heating Systems, Heating Controls and, Hot Water Cylinders, Electric Heating, Storage Heaters, Infrared and Panel Heating, Air Source Heat Pumps, Ground Source Heat Pumps, Under Floor Heating, Ventilation Systems, Biomass Boilers.
Renewables and Energy Storage MeasuresThe works under this lot may include, but will not be limited to: Solar PV, Electricity Battery Storage, Solar Thermal and Heat Battery.
Professional ServicesIt is envisioned that services under this lot will include but not be limited to: Architects, Retrofit Co-Ordinators, Energy Performance Certificate (EPC) Assessors and Managing Agents.

"description": "Scotland Excel intends to publish a future tender opportunity on behalf of all 32 local authorities, as well as any Integration Authority or other body established under the Public Bodies (Joint Working) (Scotland) Act 2014, and any body created under the National Health Service (Scotland) Act 1978. As detailed in section II.1.4 of this Prior Information Notice (PIN), potential suppliers who believe they can meet the high-level specification are invited to register their interest in the forthcoming tender programme by 17:00 (Close of Business) on the 23rd of January 2026. Suppliers who register their interest may subsequently receive a market research questionnaire. This must be reviewed in full, completed and submitted to the Contracting Authority by 12:00 noon on the 3rd of February 2026. Following the closure of questionnaire submissions, Scotland Excel intends to arrange supplier engagement meetings with interested parties to discuss the proposed Framework Agreement. The Contracting Authority anticipates that these meetings will be held via Microsoft Teams between the 5th of February 2026 and the 12th of February 2026.
