Summary of the contracting process

Crown Estate Scotland is procuring a combined public affairs monitoring service and stakeholder engagement system for its portfolio of land, natural resources and infrastructure. The service will provide daily and weekly monitoring of political and parliamentary activity at Holyrood and Westminster, alongside policy analysis, horizon scanning and forward-looking intelligence. It will also provide a secure, user-friendly stakeholder management database and information library for recording, managing and analysing interactions with elected representatives, public bodies and other key stakeholders. Monitoring and stakeholder management must be delivered by one organisation, with the systems kept coherent and synchronised. The work is delivered across Scotland and the wider UK, with account management support for Crown Estate Scotland.

The procurement reached tender: Crown Estate Scotland invited offers through an open procedure, with electronic submission in English. The tender submission deadline was 17 September 2026 at 12:00 noon, with bid opening and the start of the award period at the same time. The contract period is 1,080 days, with an option to extend for up to a further 24 months. Its estimated value is £95,565 excluding any unstated tax treatment. There is one lot and variants are not allowed. Evaluation and participation requirements are set out in the tender specification and associated economic and technical selection criteria. Electronic payment and ordering will be used, and electronic invoicing is allowed.

This opportunity suits a specialist public affairs, political intelligence or stakeholder engagement supplier able to combine monitoring, analysis and technology in a single managed service. Bidders need to track relevant Holyrood and Westminster activity, apply Crown Estate Scotland’s defined keywords and themes, and turn developments into accurate, timely policy and horizon-scanning intelligence. They also need to supply and maintain a secure multi-user stakeholder database and information library, supporting consistent records and analysis of engagement with elected representatives, public bodies and other stakeholders. The requirement favours suppliers with demonstrated experience delivering responsive, reliable monitoring and stakeholder-management services, integrated systems, dependable service support and named account management contacts. Organisations unable to provide both service elements should expect poor fit.
