Summary of the contracting process

Tayside Contracts is establishing a multi-lot subcontracting framework for works and specialist services to supplement its in-house capacity and support planned and reactive operations across Angus, Dundee and Perth and Kinross. The nine lots cover road surfacing and patching; road markings, studs and high-friction surfacing; temporary traffic management; landscaping and tree surgery; vehicle restraint systems and barriers; fencing; and civil engineering works in three size tiers. Civil engineering scopes range from minor repairs and reactive maintenance to major road, drainage, flood alleviation, structural and public-realm projects. Work is across Tayside. The framework is intended to provide a flexible route to specialist contractors and support continuity and resilience in service delivery.

Tayside Contracts has invited offers at the first stage of a restricted procedure: applicants submit a completed Single Procurement Document (SPD), and qualifying applicants are shortlisted for a later invitation to tender. The SPD deadline is 26 November 2026 at 12:00. The second-stage invitations are scheduled for 21 December 2026. Each lot has a three-year contract period, with a possible 12-month renewal. The estimated total framework value is £17.2 million. There are nine lots; suppliers may bid for and be appointed to up to three lots overall, with a maximum of two among the three civil engineering lots. The first-stage evaluation applies minimum selection criteria; shortlisted bids at the next stage will be assessed on technical and commercial proposals, including price, methodology and quality. Variants are not allowed.

This opportunity suits contractors with demonstrable experience in one or more of the specialist work areas, from road maintenance, markings and temporary traffic controls to grounds work, barriers, fencing and civil engineering. The tiered civil engineering lots offer routes for firms equipped for major infrastructure projects, medium-scale planned and reactive works, or smaller maintenance and emergency jobs. Suppliers should have the capacity to deliver across the three council areas and provide the operational resilience and continuity the framework is intended to support. Community benefits are required from successful suppliers, proportionate to their work and selected from the wish lists of Angus, Dundee City and Perth and Kinross councils. Applicants must meet the minimum selection criteria; those shortlisted will need to provide detailed technical and commercial tenders, including pricing, methodology and quality proposals.
