Public Services Delivery Scotland, part of the Common Services Agency, is planning to buy hard facilities management services for its directly managed buildings across mainland Scotland. The requirement is for a fully compliant technical facilities management service covering building systems and associated estate services. The stated scope includes building services maintenance, water and sewerage systems, plumbing, heating and pumping equipment, pest control, landscaping, doors and windows, flooring and other building works. As part of early market engagement, interested suppliers are asked to complete the relevant green cells for each managed building in the Property and Services Form and return the completed information to the procurement team. The eventual tender will be developed after this planning and engagement activity.

This will suit established hard facilities management providers and building engineering contractors able to deliver technically compliant services across a geographically dispersed public-sector estate. Relevant capability includes maintaining building services, heating, plumbing, pumps, water and sewerage systems, access and fabric elements, grounds and pest-control services. Suppliers should be prepared to integrate operational data with a client CAFM system and produce accurate, recurring compliance reports for directly managed buildings. The requirement may suit providers with broad in-house coverage, specialist delivery teams or coordinated service partners across mainland Scotland. Lot 1

Public Services Delivery (PSD) Scotland is seeking to establish a Hard Facilities contract commencing on 1 April 2027. The estimated annual value of the contract is 1.3 million GBP. PSD Scotland requires the delivery of a fully compliant Hard FM technical service for our sites across mainland Scotland, including full integration with the PSD Scotland CAFM system and the completion of all reporting and compliance requirements on a monthly basis across all directly managed buildings. The Hard FM services may be divided into lots, with the final structure to be determined before the tender stage. A list of PSD Scotland managed buildings and the required services is provided in the 'Property & Services Form' document..
