Summary of the contracting process

The University of Strathclyde is buying suspended access equipment maintenance and related works for its John Anderson Campus in Glasgow. The service covers safety inspections, testing and certification of campus suspended access equipment, including AESA building maintenance units, Noracon inclined travelling gantries and Rostek monorail access systems. The requirement includes annual load testing, planned and preventative maintenance, remedial and reactive works, detailed maintenance reports with photographs and pass/fail certificates, training for equipment operators, and the supply, delivery and installation of suspended access systems where needed. Equipment includes monorail-mounted suspended cradles, horizontally and vertically mounted suspended building maintenance units, inclined rail units and a manual travelling gantry. This is a specialist maintenance service contract, classified under CPV 51511300.

The procurement reached tender: the University invited offers through an open procedure, with electronic submission in English. The tender deadline was 1 September 2026 at 12:00 UTC, when bids were also scheduled to be opened; the evaluation period began on that date. The estimated procurement value is £146,436. The contract is for 24 months, with options to extend for up to two further 12-month periods at the University's discretion. Bids must remain valid for 90 days after submission. Variants are not allowed. The process uses one lot. Selection covers financial standing, technical qualifications, quality assurance and environmental management. Tenderers must meet the specified turnover, insurance, qualification and standards requirements set out in the procurement documents.

This opportunity suits specialist suspended-access, façade-access and lifting-equipment contractors able to inspect, test, certify, maintain, repair and install complex access systems across a university campus. Strong candidates will have competent and appropriately trained engineers familiar with building maintenance units, suspended cradles, travelling gantries, monorail systems and inclined rail equipment, and able to deliver statutory-style testing, preventative maintenance, reactive repairs, photographic reporting and operator training. The buyer requires the Specialist Access Engineering & Maintenance Association (SAEMA) and Lifting Equipment Engineers Association (LEEA) qualifications, or demonstrated equivalents. Applicants must also meet the required quality-assurance and environmental-management standards, demonstrate an established operating capability, and provide the technical resources and organisational capacity needed for campus-wide service delivery. Consortium members and subcontractors may be used, but tendering groups are jointly and severally liable.
