Summary of the contracting process

The University of Strathclyde is planning a services contract to upgrade its CCTV video management system in Glasgow. The work covers providing and implementing a third-party video management system for the University's CCTV software, together with configuring and commissioning server infrastructure, storage and other supporting hardware where required. The supplier will migrate from legacy CCTV management platforms while minimising disruption to operational services, maintain interoperability with existing security infrastructure and emerging technologies, and integrate the system with access control, analytics, alarm management, intercom, intrusion detection and related security and safety subsystems. The scope also includes training, knowledge transfer and technical documentation for system administrators and end users. The requirement is classified under security services and electronic security equipment.

This procurement is at the planning stage: the University has published an intention to procure, not an invitation to tender. It expects to use a single-lot process for the complete requirement, although the information may change before the tender is issued. The stated estimated value is £300,000, including VAT status as published, in GBP. The University may carry out further market engagement with interested suppliers. Parties wishing to support that engagement are expected to register their interest by 12 noon on 14 September 2026. The buyer’s anticipated date for the next notice is 5 October 2026. The procurement is covered by the Government Procurement Agreement. No bid can be submitted at this planning stage.

This requirement will suit suppliers that can deliver end-to-end CCTV and security technology projects for a complex education estate. Relevant capability includes selecting, configuring and commissioning video management software, designing or supplying compatible servers and storage, and migrating legacy CCTV platforms with careful service continuity planning. Strong candidates will understand integration across access control, video analytics, alarms, intercom, intrusion detection and wider security systems, including interoperability between older and newer technologies. The work also calls for practical project delivery, systems administration knowledge, user training, knowledge transfer and clear technical documentation. Suppliers with experience of technically sensitive, operationally occupied sites and multi-system security integration will be well placed to prepare for the future competition and any further market engagement.
