Summary of the contracting process

Falkirk Council is seeking a single supplier for a framework covering the supply, delivery, installation, removal and re-siting of bus shelters across the Falkirk Council area. The requirement includes shelters suitable for urban, rural, town-centre and conservation-area locations, with associated works to place, remove or relocate them. This is primarily a bus-shelter supply and installation opportunity, including construction, site works and maintenance-related activities (CPV 44212321). Delivery will take place throughout the Falkirk area. The shelters must be appropriate for their intended environments. Community benefits form part of the requirement, with the expected commitments set out in the tender documents. The buying organisation is Falkirk Council, a local authority responsible for public services in the area.

The procurement has reached tender: Falkirk Council invited offers through an open procedure, with electronic submission. It is a single-supplier framework agreement. The tender deadline and bid opening are 16 October 2026 at 11:00 UTC; the bid must remain valid for 180 days. The framework is scheduled to run from 11 November 2026 to 31 March 2030, with no renewal or additional options. Its estimated value is £1,250,000 including the single lot. Evaluation gives 70% to price and 15% to the method statement and risk assessment. Bidders must hold valid Companies House registration, or demonstrate to the Council’s satisfaction that they trade from the stated address under the tendered company name. Staff names and qualifications are required, and variants are not allowed.

This opportunity suits manufacturers, suppliers and specialist contractors able to provide complete bus-shelter solutions, from manufacture or sourcing through delivery, installation, removal and relocation. It is relevant to businesses with civil engineering, highways, street furniture, construction or site-installation capability, and the capacity to work across urban, rural, town-centre and conservation-area settings. Suppliers should be able to assess locations and provide shelters appropriate to different environments, manage physical installation and removal works, and support account management under a single-supplier framework. The tender requires staff names and qualifications, a method statement and risk assessment, and community-benefit commitments. Companies House registration or satisfactory evidence of trading under the tendered company name is required.
