There is overwhelming evidence that proves breastfeeding provides substantial health and wellbeing benefits for mothers and babies which are experienced well beyond the period of breastfeeding itself. As well as contributing significantly to reducing health inequalities, benefits of breastfeeding can be categorised to the following: • Infant health: Breastfeeding protects children from a vast range of illnesses including infection, diabetes, asthma, heart disease and obesity, as well as cot death (sudden infant death syndrome). • Maternal health: Breastfeeding protects mothers from breast and ovarian cancers and heart disease. • Relationship-building: Breastfeeding supports the mother-baby attachment and relationship and the mental health of both baby and mother. Tameside and Oldham have significantly lower rates of breastfeeding initiation and 6-8 weeks continuation, compared to the England average. Therefore, Tameside Council, in partnership with Oldham Council, are looking to contract with a provider to implement and deliver a Breastfeeding Peer Support Service. It is expected that the Breastfeeding Peer Support Service will contribute to promoting a social and cultural shift where breastfeeding is viewed as the conventional way to feed a baby, as well as providing one to one and groups support. Oldham Council ("the Council") has recently conducted preliminary market engagement in respect of the Oldham Green New Deal Partnership ("the Project"). (The Council's market engagement stage has ended. For full background details and context please refer to the Council's UK2 Preliminary Market Engagement Notice published 25.04.2025 (see linked notices)). The Council is seeking to develop a long-term energy / decarbonisation partnership for the local authority area with a Strategic Energy Partner (SEP). The SEP will work in collaboration with the Council, key stakeholders and organisations across the borough to bring about the transformation and decarbonisation of Oldham's energy infrastructure. The Strategic Partnership will facilitate Oldham's transformation to net zero whilst improving the wellbeing of Oldham's local communities. The Council and SEP shall work together to originate, define, develop, finance, deliver and operate a broad range of decarbonisation projects and initiatives across Oldham. The SEP is expected to leverage its expertise, experience, capacity and capabilities to innovate and generate holistic and deliverable energy solutions. Background to the procurement TfGM is currently tendering for the Provision of Local Electric Vehicle Charging Infrastructure. The purpose of this procurement exercise is to enable prospective Suppliers to submit a tender detailing how they would introduce additional chargepoints in predominantly on-street locations on land owned by or under the control of public bodies across Greater Manchester. Utilising funding provided by the Department for Transport for the LEVI programme; this is a collaborative initiative with TfGM (who will be administering the procurement and installation phases) and the 10 Local Authorities that make up the Greater Manchester Combined Authority. The LEVI programme aims to increase the provision of electric vehicle charging infrastructure across the country primarily in areas where local residents do not have access to off street parking or find it difficult to access a chargepoint. The winning Supplier will be appointed by TFGM on behalf of the wider consortium. The wider consortium is made up of the following Local Authorities: Bolton Metropolitan Borough Council Bury Council Manchester City Council Oldham Metropolitan Borough Council Rochdale Borough Council Salford City Council Stockport Metropolitan Borough Council Tameside Metropolitan Borough Council Trafford Metropolitan Borough Council Wigan Metropolitan Borough Council As a Tranche 1 authority Greater Manchester as a whole has received £16.158 million of LEVI capital funding with the expectation that this will contribute towards our 2030 targets for electric vehicle charging provision. Contract for the care of electrical systems, including emergency lighting, portable appliance testing (PAT), periodic fixed wire testing, switchgear maintenance, vehicle charging, maintenance of existing photo photovoltaic panels and other associated services as required. Contract includes for both planned maintenance and responsive repairs. Contract requires 24/7/365 cover with emergency responses to be on site within 1 hour. Suppliers must be able to manage multiple, simultaneous call outs daily at various sites and within timescales given in the specification (as little as 1 hour). The Council is looking to enter into a contract for up to 7 years (4+3) with a suitable Supplier. Suppliers must be fully qualified and be able to evidence good H&S policies and procedures. Supplier's staff attending certain sites must DBS certified. Oldham Council are looking to procure a service to provide supervised toothbrushing and oral health promotion to 3-5-year-old children, and primary age children in Special Educational Needs schools. The overall aim is to improve the oral health of young children in Oldham. Objectives • To improve oral hygiene and reduce tooth decay in the 3-5-year-old population of Oldham • Establish healthy tooth brushing habits • To help educate children on good oral health practices Currently, there are no supported supervised toothbrushing programmes in Oldham. However, Oldham Early Years setting and schools were previously engaged in a supervised toothbrushing programme and some settings may still have baseline knowledge or even self-supported programmes ongoing. The service provider is asked to implement supervised toothbrushing progammes for 3-5-year-old children in all Early Years settings, primary schools and childminding services that wish to take part, as well as all primary school aged children (4-11-years-old) in Special Educational Needs primary schools that wish to take part. The approximate size of the 3-5-year-old population in Oldham is ~9000 children. A summary of eligible settings is provided below: 153 Early Years settings 84 Primary Schools 87 Childminders 4 Special Educational Needs Primary Schools The total number of primary school aged children in SEN schools is 476. The total number of reception aged children with an education health and care plan is 142. We will work with the successful provider to share a list of eligible settings and the approximate number of eligible children within each setting.
