Summary of the contracting process

The procurement process has been completed by Bradford Metropolitan District Council for the contract titled "Apprenticeship Levy Training Providers for City of Bradford MDC". This initiative falls under the Education and Training Services category, specifically targeting training and associated services. The contract is based in Yorkshire and the Humber, and it was officially awarded on 25th September 2017, with a contract period running from 26th September 2017 to 24th September 2021. This open tender process aimed to establish a framework of providers to facilitate apprenticeship training as required by the Enterprise Act 2016. The projected budget for the framework is approximately £3 million over its duration.

This tender presents significant opportunities for businesses involved in training and education services, particularly those specialising in apprenticeship programmes and workforce development. Large training organisations, colleges, and SMEs that provide vocational training, educational support, or apprenticeship management services would be well-suited to compete for contracts under this framework. The Council's ambition to provide up to 500 apprentices per year highlights potential growth avenues for suppliers looking to expand their reach in the public sector education landscape.

Notice Title

Apprenticeship Levy Training Providers for City of Bradford MDC

Notice Description

City of Bradford MDC is looking for a framework of providers to ensure that all the apprenticeship and workforce planning requirements are met. The Apprenticeship Levy started in May 2017 and the Council will be looking to work with external providers to deliver both the up skilling of the existing staff as well as developing our external provision of apprentices. The lifetime of the framework of providers will be in place for four Years The Enterprise Act - requires public sector organisations employing more than 250 employees to employ 2.3% of their workforce as apprentices. These apprenticeships can be at any age and level. In the first year it is also possible to fund apprenticeship opportunities for existing staff. In Bradford this is around the minimum of 230 apprentices at any time. The Council expects initially to deliver 50% in house. This would leave approximately 115 apprentices that we would expect to place with external providers to meet the requirements of the Enterprise Act. However, the Council has ambitions to exceed this target and to provide up to 500 apprentices per year. Under the Apprenticeship Levy businesses with a salary budget greater than PS3m per annum will be required to pay 0.5% of this budget which for the Council is approx PS1 - 1.5 million (NI payable). In year one we would expect this to equate to PS500,000 - PS750,000 for this framework. This money will be used to pay for apprenticeship training, examination fees and End Point Assessment costs.
