Summary of the contracting process

Betsi Cadwaladr University Health Board sought renewal of its Cisco Enterprise Agreement for the established Cisco-based network infrastructure supporting data and voice applications. The requirement covers network and wireless technologies, Application Centric Infrastructure, and security products, with Cisco Enterprise Modelling Labs licensing as an optional additional requirement. The supplier is also expected to provide Enterprise Agreement management, customer success support, and training for the health board’s network operations team, including Cisco and related technology training. This is a data-network maintenance and communications infrastructure service, classified under CPV 50312310. Delivery and support are for BCUHB sites. The procurement was managed through the North of England Commercial Procurement Collaborative framework, with other eligible public-sector and NHS bodies potentially able to use resulting agreements.

The procurement is complete and has resulted in an active award to Boxxe for the single lot. The active contract was signed on 6 August 2026 and has an awarded value of £2,065,223.58. The planned contract period is 1,440 days, with an option to extend the framework agreement by one year plus a further one year. The estimated tender value was £1,500,000,000. The process used a selective restricted procedure under a framework agreement, with electronic auction rights for framework call-offs. Evaluation was based on technical quality at 40% and price at 60%. The tender closed on 8 June 2022 at 17:00, with the award period beginning at that time; 25 bids were recorded for the lot. English was the submission language, and electronic submission was available through the procurement portal.

This procurement demonstrates demand from an NHS health board for specialist Cisco enterprise infrastructure rather than general IT support. A credible competitor would need strong capability across Cisco network and wireless platforms, Application Centric Infrastructure, security products and associated data-network maintenance. Cisco Gold Partner status was sought, alongside the ability to tailor and optimise an Enterprise Agreement around an existing Cisco estate. Relevant suppliers would also need to provide proactive agreement management throughout the contract lifecycle, demonstrable customer-success practices, and practical support for an operational network team. Cisco and wider technology training are important service elements. The competition attracted 25 bids, including nine from SMEs, and the awarded supplier was Boxxe, indicating a market open to established technology resellers and managed-service providers with public-sector delivery capability.
