Summary of the contracting process

The Government Commercial Agency established Mobile Voice and Data Services 2, a replacement framework for its existing mobile voice and data agreement. It covers mobile airtime and catalogue services, optional services such as devices and mobile device management, wider mobile solutions, and telecommunications audit and advisory work. The three strands are Mobile Catalogue and Optional Services, Mobile Solutions, and Telecommunications Audit and Advisory Services. The framework is intended for use by public contracting authorities, with private utilities excluded. Services are for delivery across the United Kingdom, including Northern Ireland, Scotland and Wales, as well as Crown Dependencies and specified overseas territories including Guernsey, Jersey, the Isle of Man and Gibraltar.

The procurement is complete and all three lots were awarded; the contracts were signed. The Government Commercial Agency used an open procedure to establish an open framework with call-offs available with or without further competition. Lot 1 was awarded to Gamma Network Solutions, Virgin Media Business, BT, Vodafone and SCG Corporate, with a value of £1.1bn excluding VAT. Lot 2 was awarded to Barclay Digital Services, Gamma Network Solutions, Pelion IoT, Virgin Media Business, SCG Corporate, BT and Vodafone, for £300m excluding VAT. Lot 3 was awarded to Billmonitor, Fleet Mobile Communications and Nuvoli, for £100m excluding VAT. All awards were made on 7 September 2026. Each contract runs from 17 September 2026 to 16 September 2028, with two possible 12-month extensions. Evaluation weighted quality and price at 40:60 for Lot 1, 60:40 for Lot 2 and 55:45 for Lot 3.

This framework demonstrates sustained public-sector demand for mobile connectivity, devices and related services, alongside specialist mobile solutions and telecoms audit and advisory work. The awards show that the buyer used different supplier pools for each strand: large network operators and resellers feature in the catalogue and optional-services and mobile-solutions lots, while the audit and advisory lot went to specialist providers, including smaller suppliers. To compete when this requirement returns, mobile providers will need to deliver dependable airtime and optional services at scale, with strong account management, billing accuracy, customer support and incident response. Mobile-solutions providers should be able to deliver technical capabilities such as device management and related telecoms services. Audit and advisory competitors will need credible telecoms auditing and consultancy capability, secure handling of buyer data, and reliable, budget-aligned reports and guidance.

Notice Description

RM6391 Mobile Voice and Data Services 2 (MVDS2) is the replacement for the RM6261 Mobile Voice and Data Services agreement (MVDS) which expires in December 2026. MVDS2 builds upon the success of MVDS by maintaining the existing competitive airtime offering through a rationalised lot structure, focussing on making optional services such as devices, mobile device management etcetera easier to procure on a standalone basis. The lot structure maintains the existing supplier base primarily with the Mobile Network Operators (MNO's), Mobile Virtual Network Operators (MVNOs) and re-sellers. The lots will be as follows: Lot 1 - Mobile Catalogue and Optional Services Lot 2 - Mobile Solutions Lot 3 - Telecommunications Audit and Advisory Services MVDS2 creates a compliant framework that leverages the benefits of the new Procurement Regulations, the Procurement Act 2023 (PA23) adopting new mechanisms for Award with and without Competition.
