Summary of the contracting process

West Yorkshire Combined Authority procured terrestrial laser scanners and related support for the Yorkshire and the Humber Regional Scientific Support service, operated under West Yorkshire Police. The requirement supports centrally managed forensic services for West Yorkshire, South Yorkshire, Humberside and North Yorkshire police services. It covers a complete laser-scanning solution for general crime-scene use, including the production of finished material suitable for submission to courts at the end of investigations. The purchase includes terrestrial laser scanners, associated accessories, scanner software, software development or support, maintenance, servicing and licensing. The requirement was awarded as a single package covering goods, servicing and support. Delivery is across Yorkshire and the Humber in the United Kingdom.

This procurement is complete and was run as a selective, three-stage competitive flexible procedure: invitation to participate, supplier engagement and demonstration, then invitation to tender. One bid was received and one supplier was awarded the contract. Leica Geosystems Ltd was awarded the contract on 1 April 2026 for £650,000 excluding VAT and £780,000 including VAT. The signed contract is active from 1 May 2026 to 30 April 2031, with two 12-month extension options allowing it to run to 30 April 2033. The contract includes options to purchase additional scanners and associated products or services, and to refresh scanners with like-for-like or newly developed solutions. Evaluation weighted price at 50%, quality at 40%, and social value and sustainability at 10%.

This award indicates demand from regional forensic services for an end-to-end terrestrial laser-scanning capability rather than equipment supply alone. A credible future competitor would need to provide scanners suitable for general scene work, accessories, software and reliable maintenance, servicing and licensing, while supporting the production of evidence for court use. The requirement also favours suppliers able to support several police services through a centrally managed regional arrangement, provide demonstrations and engage through a staged competitive process. Technical and economic capability were required, with the opportunity identified as suitable for small and medium-sized enterprises. Suppliers able to maintain and develop scanning solutions, support additional equipment and manage refresh or upgrade requirements would be well placed for this buyer’s future requirement.
