Summary of the contracting process

Procurement for Housing (PfH), a national social-housing procurement consortium based in Warrington, established a UK-wide framework for responsive housing repairs and associated property services. The scope covers responsive repairs, void property refurbishment, disrepair works, void-property cleaning and clearing, security services and pest control. Related work includes building completion and installation, roofing and cladding, electrical and heating systems, solar installations, kitchens, energy efficiency, meter reading, cleaning, security systems, landscaping and drainage. Services and works are intended for social-housing properties and other eligible public-sector users across England, Wales, Scotland and Northern Ireland. The framework can be used by PfH members, including housing providers, local authorities, schools, NHS bodies, emergency services, charities and other permitted public bodies.

The procurement is complete and has reached award stage following an open procedure. Eleven framework lots were awarded on 15 July 2026, with multiple suppliers selected for each lot. Lot values range from £25m to £180m net of VAT, with gross values from £30m to £216m: lots 1, 3, 5 and 7 are the lower value bands; lots 2, 4, 6 and 8 are higher value bands; lots 9, 10 and 11 each are valued at £40m net. Awards cover responsive repairs, refurbishment, disrepair, cleaning, security and pest control separately. Quality carried 60% and price 40% for every lot. The framework period is 31 July 2026 to 30 July 2029, with an optional extension to 30 July 2030. Suppliers may receive direct awards or compete for call-offs.

This procurement demonstrates substantial, recurring demand from social-housing organisations for property maintenance and specialist housing services across the UK. It is relevant to building contractors, repairs and refurbishment providers, disrepair specialists, facilities-management businesses, cleaners, security companies, pest-control operators, electrical and heating contractors, roofing and cladding firms, and suppliers covering energy efficiency or void properties. The selected supplier group includes both SMEs and large businesses, and every lot was identified as suitable for SMEs and voluntary, community or social enterprises. A credible future supplier would need dependable delivery across its chosen geography or specialist area, the operational capacity to handle housing repairs or project work at the relevant value band, strong quality controls, competitive pricing, and evidence of experience in social-housing or comparable public-sector environments.

Collectively our Members manage more than 90% of UK' social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting.
