Summary of the contracting process

Cornwall Council is procuring a local electric vehicle infrastructure concession covering the design, installation, operation and maintenance of an on-street public charging network across Cornwall. The service is intended to support residents, visitors and businesses, particularly in rural, dispersed and coastal communities, while improving access to near-home charging. The requirement includes above-ground charging installations, publicly accessible charge points, customer services, reliable operation, maintenance and electricity supply. The maximum LEVI funding is £3,109,000, and a £60,000 annual contribution begins on 1 April 2028.

This opportunity suits EV infrastructure providers, charge-point operators, electrical contractors and infrastructure businesses able to deliver a large, publicly accessible network across urban, rural and coastal locations. Suppliers need capability spanning design, installation, commissioning, customer experience, network operation, maintenance, uptime management and green-energy supply. Bidders must demonstrate up to three relevant contracts from the previous three years, with verifiable customer references. They must show adequate financial strength and hold, or commit to obtain, substantial employer’s liability, public liability, product liability and professional indemnity insurance. Relevant assurance must include a recent Common Assessment Standard assessment, SSIP scheme assessment or UKAS-equivalent certification such as ISO 45001. Consortiums and subcontracting arrangements are possible, but supply-chain management, performance monitoring and prompt payment practices must be evidenced. The requirement is identified as suitable for SMEs and includes local employment, accessible service and zero-emission maintenance expectations.

Tender Opportunity: Local Electric Vehicle Infrastructure (LEVI) Concession Contract - Cornwall Council Cornwall Council invites bids for a 15-year concession contract (with an optional 1-year extension) to design, install, operate, and maintain a high-quality on-street electric vehicle charging network across Cornwall. This ambitious project is supported by up to PS3,109,000 of Local Electric Vehicle Infrastructure (LEVI) funding and aims to deliver at least 2,000 publicly accessible charge points by December 2029. The Local Electric Vehicle Infrastructure (LEVI) funding is capped at a maximum of PS3,109,000 any submission exceeding this figure will be deemed non-complaint and excluded from further evaluation. See tender documents for further details. All proposed charge points must be above-ground installations that comply with current UK safety, accessibility, and maintenance standards. Cornwall Council declared a climate emergency in 2019 and is committed to achieving carbon neutrality by 2030. Expanding EV infrastructure is central to this goal. Our Electric Vehicle Infrastructure (EVI) Strategy sets out a vision for a comprehensive, accessible, and reliable charging network that removes barriers to EV adoption for residents and visitors alike. Cornwall is the third largest unitary authority by population and a major tourist destination, with over 4 million overnight visits annually. Nearly two-thirds of residents live in rural or dispersed communities, making on-street and near-home charging essential. There is a compulsory financial contribution of PS60,000 from 1 April 2028, which the Service Provider agrees to pay the Authority annually for the duration of the contract. This financial contribution will be index-linked for annual increase from the anniversary of the first payment to increases in the Retail Price Index (RPI), regardless of income generated. Renewal: An option to extend (at the Authority's discretion and on the same terms and conditions) exists for a further period of one (1) year, offering a total potential Concession term of up to sixteen (16) years. The Authority gives no guarantee that the Contract will be extended beyond the initial term of fifteen (15) years.
