Summary of the contracting process

Defence Equipment and Support is procuring a Light Mobility Vehicle capability for the Ministry of Defence. The requirement covers a common base platform configurable into nine variants: general purpose, battlefield ambulance, tactical mobility, utility, enhanced protection, command and control, equipment support, troop carrying and mission systems vehicles. It includes the initial vehicle purchase, post-design services for ongoing development, and a support solution covering maintenance, repair, logistics and operational availability. Training is also required for personnel who operate, maintain and support the vehicles. Delivery will primarily take place in the United Kingdom, while support services must be capable of operating worldwide. The procurement covers all-terrain, utility, reconnaissance, patrol, command and liaison vehicles and vehicle-fleet support services.

The procurement has reached tender: the buyer has invited offers through a selective competitive flexible procedure. The first stage is a Procurement Specific Questionnaire, followed by limited dialogue, UK-based vehicle trials and a final invitation to tender. Expressions of interest are due by 1 September 2026 at 23:59 BST. The contract is planned to run from 31 May 2027 to 30 May 2036, with a maximum extension date of 30 May 2047 and award expected by 31 May 2027. The estimated value is £2 billion excluding VAT, or £2.5 billion including VAT. The buyer may procure additional vehicles and services and extend the contract by up to 11 years. Up to seven suppliers may reach the tender stage. Evaluation will consider whole-life value for money, commercial and technical quality, pass/fail and scored criteria, and social value and the Land Industrial Strategy, expected to account for 10–20%.

This opportunity suits an original equipment manufacturer or prime contractor able to act as the main contracting entity and deliver an integrated defence vehicle capability at substantial scale. Competitors need the technical and economic capacity to design, manufacture, configure and sustain a common platform across nine military vehicle variants, with supporting maintenance, repair, logistics, training and post-design development. Experience of vehicle trials, systems integration, interoperability with defence, NATO or allied platforms, and changing operational requirements will be relevant. Suppliers should be able to provide worldwide support and manage evolving technology, cybersecurity, safety, environmental, export-control and survivability requirements. The procurement is identified as suitable for small and medium-sized enterprises, although Chinese suppliers are excluded. Notice Description

This Tender Notice outlines the Authority's intent to competitively assess, select and award a contract to deliver Light Mobility Vehicle(s) (LMV) and associated support services. The LMV programme is expected to deliver a range of vehicles, including the provision of a wheeled utility platform designed to modernise capabilities currently fulfilled by legacy fleets such as Land Rover and Pinzgauer. The programme will utilise a common base platform to support a variety of warfighting roles across the Joint Force, enhancing interoperability, flexibility, and operational effectiveness. The Contract will include an initial vehicle purchase with options to support future operational requirements, fleet growth and replacement needs vehicles with the ability to increase the vehicle fleet to in excess of 9,500. This flexibility will enable the Authority to respond to evolving operational requirements and technology changes. The LMV programme will require a Common Base Platform (CBP) which will be used to deliver 9 vehicle variants: General Purpose Vehicle (GPV) Battlefield Ambulance (BFA) Tactical Mobility Vehicle (TMV) Utility Vehicle (UV) Enhance Protection Vehicle (EPV) Command and Control (C2V) Equipment Support Vehicle (ESV) Troop Carrying Vehicle (TCV) Mission Systems Vehicle (MSV) The contract shall also include the ability for the Authority to utilise Post Design Services (PDS) for the ongoing development of the Vehicle variants to ensure that they continue to provide optimal performance as technology develops and matures. The Authority may utilise PDS as one of the measures it uses to mitigate the risks outlined in the Description of risks to contract performance section of this tender notice. In addition, the contract shall encompass the provision of a support solution, which may include but not be limited to maintenance, repair, and logistics support to sustain operational availability throughout the lifecycle of the vehicles. This support solution may be scalable and adaptable to meet the varying demands of the different vehicle variants and operational environments. A Training element will be included in the requirement to ensure that personnel are fully equipped to operate, maintain, and support the LMV variants effectively. The primary delivery location will be the United Kingdom. The support solution must be capable of providing support services worldwide. Classification of Tender Documents is OFFICIAL - SENSITIVE The Cyber Risk Profile is Level 2 Advanced. Cyber Risk Assessment Reference: RAR-N3DKGKY This competitive procurement will be managed in accordance with Procurement Regulations 2023.

UPDATE 08/05/2026 As part of the next phase of Light Mobility Vehicle (LMV) Early Market Engagement (EME), the Authority will be conducting a round of targeted engagement aimed at original equipment manufacturers (OEMs) and prime contractors who intend to act as a main contracting entity with MOD for the LMV requirement. This engagement will consist of a Request for Information (RFI), followed by one-to-one sessions. Due to the Authority’s capacity to review industry responses, the Authority reserves the right to refuse a request to partake in both parts of this engagement. The priority will be given to OEMs and prime contractors who intend to be the main entity bidding for this opportunity and can reasonably deliver the breadth of the LMV capability requirement. If your organisation is interested in taking part in this engagement and meet the criteria outlined above, please email DES-LandMobilityProgramme-LightM@mod.gov.uk to express interest and receive further information. Once you have expressed an interest via this email, the following key dates apply: • Deadline for registering interest to partake in this engagement by 17:00 GMT Monday 18th May 2026 (a link to a booking form will be provided once you have expressed your interest). • Deadline for RFI responses by 17:00 GMT Monday 25th May 2026. • 1:1 Sessions to take place Tuesday 2nd – Friday 5th June 2026, in person at MOD Abbey Wood, Bristol, BS34 8JH (you will have the opportunity to indicate your availability for two-hour sessions within the booking form). Where companies are considering bidding as part of consortium or group, only one response is allowed per bidding entity.
