Summary of the contracting process

Dumfries and Galloway Council procured planned preventive maintenance and servicing for fire and security systems in council properties throughout Dumfries and Galloway. The requirement covers fire alarms, radio fire alarms, intruder alarm systems, panic alarms, access-control systems, CCTV, fire-suppression systems and VESDA systems. The purpose is to keep these systems maintained and compliant. This is a services contract for security-equipment repair and maintenance, including testing and evaluation. The buyer is Dumfries and Galloway Council. The procurement record also contains separate waste and recycling requirements across Dumfries and Galloway, including paper and card, mixed containers, glass, used oils, scrap metal and lead-acid batteries, but these appear as separate lots from the fire and security requirement.

The fire and security procurement is complete and has been awarded through an open procedure. Chubb Fire & Security Limited was selected, and the related contract is active. The contract was signed on 7 July 2026 for £875,773.16. The tender deadline was amended from 25 February 2026 at 12:00 to 4 March 2026 at 12:00, with tenders opened on 4 March 2026. Bids were submitted electronically in English, with a 120-day validity period. The procurement used a quality-and-price evaluation, with the associated lots stating 40% quality and 60% price. The record also shows waste lots awarded separately, including contracts signed on 22 December 2025 or 5 January 2026, while other waste lots were discontinued or unsuccessful.

This requirement suits established fire and security maintenance contractors able to service a broad portfolio of council properties across Dumfries and Galloway. Credible suppliers would need qualified and certified engineers, demonstrable competence across fire detection, intruder alarms, panic alarms, access control, CCTV, fire suppression and VESDA, and the capacity to provide planned preventive maintenance, fault identification, servicing and testing. The Council’s stated aim is continuous compliance, so firms should be able to evidence robust compliance controls, inspection records, responsive maintenance arrangements and suitably trained staff. Chubb Fire & Security Limited’s selection indicates that a supplier with multi-system capability and the operational capacity to support a substantial public-property estate can compete for this type of requirement. The buyer’s recurring need makes this a useful benchmark for future fire and security maintenance opportunities.
