Summary of the contracting process

Hertfordshire County Council procured local electric vehicle charging infrastructure services for three areas of the county. The work covers St Albans, Welwyn Hatfield and North Hertfordshire; Three Rivers, Watford, Hertsmere and Dacorum; and Stevenage, Broxbourne and East Hertfordshire. The requirement combines the provision and operation of charging infrastructure with associated electrical installation, engineering, maintenance, energy services and software. It is a substantial county-wide infrastructure programme, divided geographically so suppliers could compete for defined areas. The council is the buyer, with charging facilities intended for use across the named districts and boroughs. The scope brings together physical network delivery and continuing services, including customer support, tariff management and reporting, rather than a standalone supply of charging equipment.

The procurement is complete and the contracts have been awarded. Hertfordshire County Council used an open procedure. The award was made on 4 November 2025, and the contract was signed on 9 April 2026. Zest Eco Ltd was awarded St Albans, Welwyn Hatfield and North Hertfordshire, valued at £67 million; Believ Limited was awarded Three Rivers, Watford, Hertsmere and Dacorum, valued at £77 million; and Urban Fox Networks (UK) Limited was awarded Stevenage, Broxbourne and East Hertfordshire, valued at £56 million. The contract period runs from 9 April 2026 to 31 March 2040, with an option to extend by one year. Bids were assessed on scale (40%) and quality (60%), including delivery, site assessment and installation, maintenance, tariffs, future-proofing and technical competence.

This award shows demand for suppliers able to deliver and operate local EV charging networks across multiple council districts. Credible competitors need the capacity to assess sites, design and install charging infrastructure, commission it and maintain it over the long term. The evaluation also placed weight on customer service and reporting, tariff management, technology and future-proofing, alongside technical competence. Suppliers should be able to demonstrate relevant contract experience, financial standing, suitable insurance, data protection and health and safety arrangements, and meet technical and security requirements for contractor-hosted systems. A strong proposition therefore combines infrastructure delivery with dependable ongoing network operations and clear customer and performance processes.
