Summary of the contracting process

Coventry City Council procured a pilot for light electric vehicle infrastructure across four charging hubs in Coventry. The works cover electric vehicle charging and car park management, battery storage and solar canopies, wireless charging infrastructure, and e-mobility. The scope also includes electrical power connections, site preparation, construction and installation, insulation and building completion, security and surveillance systems, vehicle and motorcycle repair and maintenance, and helpdesk support. The project is intended to support charging for electric cars, motorcycles and bicycles, alongside related energy, parking and mobility services. It is a works procurement with a concession regime, delivered in Coventry. The four lots are suitable for small and medium-sized enterprises, providing potential entry points for specialist infrastructure, energy, construction, mobility or support providers.

The procurement has been awarded following an open procedure. Solnet Consultant Limited was selected on 2 April 2026, with an award value of £1,876,323 excluding VAT (£2,251,587.60 including VAT). The signed contract is active, valued at £1,588,023 excluding VAT (£1,905,627.60 including VAT), and runs from 15 July 2026 to 14 July 2046, with an optional extension to 14 July 2051. The award covered all four lots: charging infrastructure and car park management (£350,000), battery storage and solar canopies (£0), wireless charging infrastructure (£850,000), and e-mobility (£51,200), all excluding VAT. Quality carried 70% and commercial factors 30% for lots one and two; lot three used 60% quality and 40% cost; lot four was assessed entirely on quality.

This requirement shows Coventry City Council is buying an integrated electric mobility solution rather than a single charging product. A credible future competitor would need capability in chargepoint infrastructure, wireless charging, electrical installation, power connections, battery storage, solar generation and associated civil works. The scope also favours suppliers able to provide car park management, security systems, e-mobility vehicles, vehicle and motorcycle maintenance, and operational helpdesk support. Evidence of reliable long-term service delivery would be important, with performance measured through operational and wireless uptime, fault response, customer satisfaction, battery efficiency, renewable utilisation, energy-cost benchmarking, vehicle availability, accessibility compliance, tariff and revenue transparency, and membership uptake. The buyer's SME suitability indicates that specialist firms may compete directly or contribute focused packages within this multi-disciplinary requirement.
