Summary of the contracting process

The Corporate Officer of the House of Lords, working with the Corporate Officer of the House of Commons, is seeking one supplier to provide a fully managed network service for the UK Parliament. The service will replace existing network provision and bring together Parliament’s information technology, operational technology and broadcast networks in an integrated Network-as-a-Service solution. The supplier will take end-to-end responsibility for designing and transitioning the service, then operating, supporting, monitoring, securing, maintaining and improving it. The scope includes the infrastructure, hardware, software, service assets and tools needed to deliver the service. It is intended to provide secure, resilient and reliable connectivity for parliamentarians, their staff and the wider parliamentary workforce, supporting parliamentary business and future digital transformation across the Parliamentary Estate.

The buyer has invited suppliers to participate in a Competitive Flexible Procedure; it is not yet asking for final tenders. The participation and enquiry deadline is 24 November 2026 at 12:00 UTC. The single integrated contract is estimated to run from 13 October 2027 to 14 October 2032, with options to extend by up to two years, in one or two extensions. Its estimated value is £59.75 million excluding VAT (£71.7 million including VAT). Suppliers must meet pass/fail participation conditions, including legal and financial standing, capability and security requirements; signed confidentiality and conflict-of-interest declarations are required for access to procurement documents. The buyer intends to shortlist up to five suppliers for dialogue. Award weighting is 60% quality, 30% price and 10% social value.

This opportunity is suited to providers able to take single-supplier accountability for a large, integrated and business-critical network environment, rather than firms offering only a discrete network component. The service requires capability spanning IT, operational technology and broadcast networks, including secure service design, transition and mobilisation, ongoing operations and support, monitoring, maintenance, cyber security and continuous improvement. Relevant delivery experience at comparable scale and complexity will be assessed, alongside technical expertise, service management, organisational and personnel capacity, information and cyber security controls, business continuity and operational resilience. Suppliers also need sound financial resilience and insurance arrangements sufficient for the contract. The process includes dialogue to test solution approaches and inform refinement of the requirement, so suppliers able to develop and explain secure, resilient and innovative service solutions are well placed to compete. SMEs are considered suitable.

The Authority is seeking to procure a fully managed Information Technology (IT), Operational Technology (OT) and Broadcast Network Service to replace its current network services contract, which expires in June 2027. The procurement will deliver a modern Network-as-a-Service (NaaS) solution that supports Parliament's strategic objectives by providing secure, resilient, reliable and user-focused network services for Parliamentarians, their staff and the wider Parliamentary workforce, enabling the continued delivery of Parliamentary business and supporting future digital transformation. The appointed Supplier will be responsible for the end-to-end design, transition, delivery, operation, support, monitoring, security, maintenance and continuous improvement of Parliament's integrated IT, Operational Technology (OT) and Broadcast Network Services environment. This includes full lifecycle ownership and management of all infrastructure, hardware, software, service assets and associated tooling necessary to deliver the Services. The Authority is seeking a Supplier capable of delivering a secure, scalable and future-ready network environment that supports current operational requirements whilst enabling innovation, service evolution, automation and future technology transformation initiatives throughout the contract term. The Service Provider will be expected to deliver secure, resilient and high-performing network services aligned to the Authority's strategic direction, including the UK Parliament Technology Strategy.

Options: "For the purposes of the PA 2023, the following potential modifications are provided for as required by paragraph 1 of Schedule 8, being modifications which have been unambiguously provided for here: The Authority is entitled to novate or assign any or all its rights and obligations (as applicable) under the Contract to the Delivery Authority from time to time without the consent of the Supplier, provided that any such assignment or novation does not materially increase the burden of the Supplier's obligations under the Contract. The Authority may increase or decrease the size and number of the Authority Assets and increase or decrease the volumes of the Services deliverable under the Contract following the acquisition, disposal or closure of any Sites during the Term. The Authority may increase the Services deliverable under the Contract if all or part of the digital elements of MP constituency offices are brought within scope of the Contract, this could include (but is not limited to) constituency broadband management.

Renewal: The Authority may, at its sole discretion, extend the Contract for a further period of up to two (2) years, exercisable as two separate extension periods of one (1) year each (1+1), or as a single two-year extension.

Past Engagements: A Request for Information was previously issued to suppliers on the Crown Commercial Service's framework, Network Services 3 (RM6116) in June 2025. The procurement strategy has now changed, and the Authority is considering competing this requirement via the Competitive Flexible Procedure. As such, we are inviting all prospective Bidders in the market to review and respond to our RFI. In addition, the Authority has conducted a small number of conversations with existing suppliers to support strategic discovery around future service delivery models for Parliament’s end-to-end digital services (not limited to Networks). The focus of these conversations were broad, and looked for information on strategic market insights rather than on any specific service areas. No specific detail relating to the forthcoming Network Managed Service procurement were shared during these conversations, and the information that was gathered has not shaped the commercial strategy for Network Managed Services, or the End-User IT Services option. No expressions of interest in the future tender were sought during any of the previous pre-market engagement activity, and all information shared is additionally covered in this latest round of engagement.
