Summary of the contracting process

The Corporate Officer of the House of Commons, alongside the House of Lords, is currently in the planning stage of a procurement process for the 'Network Managed Service - Pre-Market Engagement RFI'. This procurement is focused on network managed services, encompassing IT services, internet networks, and computer network services, with delivery within the UK. A pre-market engagement process has been initiated to gather market insights by a Request for Information (RFI) due by 7th November 2025. Prospective bidders are encouraged to engage with this RFI via the UK Parliament's eSourcing Portal. This contract is expected to begin on 31st July 2026 and run until 30th July 2031, with a potential extension until 30th July 2033, indicating significant long-term business potential.

This tender presents a substantial opportunity for businesses in the IT services and network management sectors. Companies specialising in providing comprehensive network solutions, including small and medium-sized enterprises (SMEs), will find this tender particularly advantageous due to its scope and the possibility of it becoming a 'Lotted' contract, potentially covering additional IT service requirements. Engaging in this tender could not only expand service offerings but also establish a partnership with a prestigious government institution, leveraging a solid foundation for future growth and market credibility.

Notice Title

Network Managed Service - Pre-Market Engagement RFI

Notice Description

We would like to invite prospective Bidders for UK Parliament's Network Managed Services tender to respond to a Request for Information relating to the design of our future procurement process, and seeking feedback on the potential inclusion of additional requirements that may see this become a 'Lotted' Contract to include End-User IT Services.

Planning Information

This engagement: We are looking for market information regarding this procurement. If you would like to respond to the Authority's Request for Information, then please do so by accessing our eSourcing Portal here: https://atamis-ukparliament.my.site.com/s/Welcome. You should navigate to the opportunity titled "Network Managed Service - Pre-Market Engagement" where you will be able to view and respond to the RFI. Past Engagements: A Request for Information was previously issued to suppliers on the Crown Commercial Service's framework, Network Services 3 (RM6116) in June 2025. The procurement strategy has now changed, and the Authority is considering competing this requirement via the Competitive Flexible Procedure. As such, we are inviting all prospective Bidders in the market to review and respond to our RFI. In addition, the Authority has conducted a small number of conversations with existing suppliers to support strategic discovery around future service delivery models for Parliament’s end-to-end digital services (not limited to Networks). The focus of these conversations were broad, and looked for information on strategic market insights rather than on any specific service areas. No specific detail relating to the forthcoming Network Managed Service procurement were shared during these conversations, and the information that was gathered has not shaped the commercial strategy for Network Managed Services, or the End-User IT Services option. No expressions of interest in the future tender were sought during any of the previous pre-market engagement activity, and all information shared is additionally covered in this latest round of engagement.
