The need for modification has been brought about by the surprise Government proposals published in the form of a White Paper on 16th December 2024 announcing plans for English Devolution (\"Government Proposals\"). In essence, all two-tier councils will be abolished over the next three years. These circumstances could not have been foreseen. The modification does not alter the overall nature of the contract , and the increase in value does not exceed the original value by 50%."
