Summary of the contracting process

The Home Office intends to procure the Life in the UK Secure Digital Test and Digital Online Learning Materials Service. The service will support the Life in the UK test, an essential part of the route to settlement and British citizenship, and provide digital learning materials for people undertaking the test. The requirement is for a secure, digital-by-default service combining front-end customer services, educational software, online learning, testing and evaluation, IT development, support and security assurance. It is intended to improve customer experience while maintaining the standards needed to support UK Visas and Immigration decisions. Delivery will be nationwide across the United Kingdom. The procurement is for services and is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This procurement is at planning stage and is currently in its third round of preliminary market engagement; it is not an invitation to tender, and the preferred solution has not been decided. The Home Office expects the future contract to run from 24 November 2027 to 23 November 2032, with renewal provisions allowing an extension to 23 November 2034. The estimated value is £90,871,000 excluding VAT and £109,045,200 including VAT. The buyer plans to share its service vision and proposed procurement approach through the engagement. Participants are expected to complete the engagement process by 9 October 2026 at 17:00 BST, with the engagement event planned to be live from 11 September 2026. The procurement is above the relevant threshold.

This will suit organisations able to design, operate and support secure digital public services at national scale, particularly providers combining software development, online learning, testing and assessment, customer-facing platforms and technical support. Relevant experience is likely to include delivering high-volume services for government or regulated environments, integrating digital testing with learning content, and maintaining reliable services throughout a multi-year operating period. Strong information security, service assurance, accessibility, user experience and data protection capabilities will be important because test results support immigration and citizenship decisions. The buyer is considering technological innovation alongside continuity and rigorous standards, so established providers, specialist digital firms, education technology businesses and capable consortia may wish to prepare for the future competition. SMEs and voluntary, community or social enterprises are identified as suitable participants.
