Summary of the contracting process

NHS Blood and Transplant is planning an integrated Total Facilities Management service across approximately 85 sites in the United Kingdom. The intended scope brings together services currently delivered through separate contracts, including cleaning, planned and reactive building maintenance, security, grounds maintenance, waste management and clinical-waste collection and disposal. Other potential requirements include catering and canteen services, pest control, fire-alarm and security-equipment maintenance, generators, water coolers, air-freshening services and facilities-management technology. The technology element is intended to support contract administration, performance management, asset-data integration, workflow automation and collaborative working. The procurement is for services and is expected to support consistent standards, operational resilience, simpler accountability, improved value for money, social value and sustainability.

This is a planning-stage preliminary market engagement, not an invitation to tender. NHS Blood and Transplant expects to use a competitive flexible procedure and is considering a framework agreement. The planned procurement is above threshold, with an estimated value of £200 million excluding VAT (£240 million including VAT). It is currently structured as one lot. The indicative contract period is from 25 September 2028 to 24 September 2036, with a possible extension or renewal to 24 September 2038. The buyer expects the next notice to be published by 4 January 2027. Suppliers interested in the voluntary engagement are expected to express interest by 12 August 2026. Engagement may include questionnaires, supplier meetings, workshops, site visits, demonstrations and feedback on service models, specifications, key performance indicators and commercial arrangements.

The future requirement is likely to suit established facilities-management providers, integrated service operators and consortia able to coordinate multiple specialist services across a large, geographically distributed estate. Relevant capability includes cleaning, maintenance, security, grounds, waste and clinical-waste services, alongside strong mobilisation, governance, resilience, asset management and performance-reporting systems. NHS Blood and Transplant is particularly seeking evidence of experience delivering Total Facilities Management services and NEC4 facilities-management contracts. Suppliers with FM platforms that support contract administration, workflow automation, asset-data integration and collaborative NEC4 working may be well placed to contribute. The engagement also welcomes innovative delivery models, best practice and ideas that improve service quality, value for money, social value and sustainability. This is an opportunity to prepare and influence the developing procurement approach, not to bid now.

NHS Blood and Transplant (NHSBT) is undertaking preliminary market engagement to inform its procurement and commercial strategy for a future Total Facilities Management (TFM) contract. NHSBT currently operates a multi-supplier facilities management model, with separate contracts for services including cleaning, planned and reactive maintenance, security, grounds maintenance and waste management. NHSBT is considering a transition to an integrated TFM model in order to support: * consistent service standards across approximately 85 sites; * improved operational efficiency and resilience; * simplified governance and accountability; and * enhanced value for money through integrated service delivery. NHSBT is also seeking insight into a Facilities Management (FM) platform to support service delivery under an NEC4-based contractual framework. This includes support contract administration, performance management, asset data integration, workflow automation, and collaborative working in alignment with NEC4 principles. The purpose of this preliminary market engagement is to: - Gauge market interest and capacity - Understand supplier experience and capability - Explore innovative delivery models and best practice - Inform the development of the procurement and contract approach - Identify opportunities to improve service delivery, value for money, social value, and sustainability outcomes - Understand lessons learned from comparable contracts and projects Pre-market engagement may take a variety of forms, including but not limited to: -Supplier questionnaires or Requests for Information (RFIs) -One-to-one supplier meetings -Supplier engagement days or market briefing events -Site visits and estate tours -Workshops and presentations -Discussions regarding supplier experience of delivering NEC4 Facilities Management Contracts -Demonstrations of systems, technology, or innovation solutions -Written feedback on proposed service models, specifications, KPIs, or commercial arrangements -Any other forms of engagement considered appropriate to support the development of the procurement strategy and requirements This engagement is intended to help inform the shape of the opportunity and should not be taken to indicate that NHSBT has selected any particular solution, structure or supplier approach.

It will not form part of any formal procurement process or evaluation, and a supplier’s participation or non-participation will not in itself advantage or disadvantage that supplier in any subsequent procurement. NHSBT will take appropriate steps to maintain a level playing field. All relevant non-confidential information arising from this engagement, including any presentation materials, clarifications, questions and answers, and appropriate summary outputs, will be shared appropriately with the wider market. Where information is identified as confidential or commercially sensitive, NHSBT will treat that information accordingly and will not disclose it other than where permitted or required to do so. This notice does not constitute a call for competition and does not commit NHSBT to commence any procurement or award any contract. Any future procurement will be subject to the publication of the relevant notice(s) and procurement documents. All information currently provided is indicative only and subject to change.
