Summary of the contracting process

Kent County Council trading as Procurement Services is buying a four-part framework for fire safety products and services for public sector organisations. It covers supply, installation, testing and maintenance of equipment such as extinguishers, fire doors, alarms, emergency lighting and suppression systems; wildfire and outdoor firefighting equipment; passive fire protection works including fire stopping, compartmentation and structural fireproofing; and independent fire risk assessment, inspection, consultancy and training. The framework is intended for use by eligible public bodies and other public sector customers across the United Kingdom, British Overseas Territories and Crown Dependencies. Suppliers can focus on the product supply, active protection, passive protection or consultancy workstreams that match their business.

The buyer invited offers through an open procedure. The procurement is divided into four lots: fire safety product supply; active fire protection, including wildfire equipment; passive fire protection; and fire risk assessment and consultancy. Offers were due by 5 November 2026 at 17:00, and questions by 22 October 2026 at 17:00. The framework period is 22 January 2027 to 21 January 2031. Its total estimated value is £120 million excluding VAT (£144 million including VAT); lot values excluding VAT are £30 million, £48 million, £27 million and £15 million respectively. Evaluation for each lot weights quality at 60%, price at 30% and social value at 10%. Each successful supplier also pays a 1% fee on the value of awards. Call-offs may use direct award, rapid quotation or further competition.

The framework is explicitly suitable for small and medium-sized enterprises and voluntary, community and social enterprises, and offers distinct routes for suppliers with different specialisms. Product suppliers need the range and capacity to supply fire safety equipment, with installation, testing and maintenance where applicable. Active protection providers may need to design, commission, service and repair alarm, detection, lighting and suppression systems; outdoor specialists can supply wildfire equipment. Passive protection contractors should be able to survey and deliver compliant fire stopping, fire doors, structural protection, remediation and certification, including work using certified materials and tested systems. Consultancy firms need competent, independent fire assessment and advisory capability, recognised methodologies such as PAS 79 or equivalent, auditable reports and training services. Quality and social value together account for most of the evaluation score.
