Framework for Purchase, Installation and Maintenance of Road Traffic Safety Cameras
Notice Description
The framework comprises of the purchase and maintenance of Road Traffic Cameras (Speed, Red Light and Average Speed) along with the remedial maintenance and purchase of non-operational camera housing across the West Yorkshire region. Kirklees Council is part of the West Yorkshire Safety Camera Partnership comprising West Yorkshire Police, West Yorkshire Magistrates Court Service, Highways England and 5 local authorities (Bradford, Calderdale, Leeds and Wakefield are the other 4). The framework will consist of 5 Lots: Lot 1 - Purchase and Maintenance of Speed Cameras Lot 2 - Purchase and Maintenance of Average Speed Cameras Lot 3 - Purchase and Maintenance of Red Light Cameras Lot 4 - Purchase and Maintenance of Combined Red Light and Speed Cameras Lot 5 - Remedial Maintenance Lots 1-4 will include a call-off mechanism for purchasing both individual cameras and multiple units. The successful supplier will also be responsible for maintaining each camera for up to 10 years. All cameras must include a 12-month warranty, with additional maintenance packages available for years 2-5 and 6-10. Lot 5 will include safety inspections, painting, damage repair and removal of all older cameras in the West Yorkshire area.

Responses to this Preliminary Market Engagement are required by 1pm (13:00hours) on Friday 24th July 2026. Please note, this Expression of Interest is not an invitation to tender. The Local Authrorites stated on this notice are subject to change when the final tender is publish. Kirklees Council, as contracting authority, is issuing this notice to identify suppliers that may be able to provide the services required and the level of interest for this opportunity. Please read the following details and response requirements below. Organisations are required to access and respond to the Preliminary Market Engagement. This can be accessed via the Council's current tendering portal - https://uk.eu-supply.com/login.asp?B=YORTENDER Please search for Quote/tender - KMCHS-458 or Framework for Purchase, Installation and Maintenance of Road Traffic Safety Cameras. To provide a response to this Preliminary Market Engagement, an organisation must sign up to the YORtender portal (this can be done free of charge) to access the Preliminary Market Engagement Information and the Preliminary Market Engagement response document. Responses must be submitted via the YORtender portal. Please note, the Council will be changing to a new tendering portal during Summer 2026 (from Mercell to Atamis) and that the Tender for this opportunity will be advertised on the new Atamis YORtender portal.
