Summary of the contracting process

Southern Universities Management Services (SUMS), acting for the Southern Universities Purchasing Consortium, is exploring a potential UK-wide framework for commercial laundry equipment and related services for higher education institutions. The scope may cover commercial washing, drying, ironing and folding equipment; managed laundry services and concession models; payment and digital technology platforms; installation and commissioning; maintenance and repairs; consultancy and technical advice; sustainability reporting; and asset management support. Institutions may procure individual products and services or combine them to meet their operational needs. Domestic equipment, linen hire and linen services are outside scope. The procurement is primarily for goods, with associated services, and is intended for delivery across the United Kingdom.

The procurement is at planning stage and is not yet an invitation to tender. SUMS is conducting preliminary market engagement to test the viability, scope and specification of a potential framework agreement. The supplier engagement deadline is 7 September 2026 at 18:00. The buyer expects a subsequent notice on 30 October 2026. The planned framework contract period is 4 January 2027 to 3 January 2029, with a possible extension to 3 January 2030 and renewal rights. One planned lot is marked suitable for SMEs and voluntary, community or social enterprises. The proposed procurement is above threshold and will use a framework agreement. Its recorded gross value is £0. The buyer is seeking feedback before finalising requirements.

This process is relevant to suppliers able to provide commercial laundry equipment, installation, commissioning, maintenance or repair, as well as managed laundry operations, concession models, payment systems, digital platforms, point-of-sale technology, consultancy, sustainability reporting or asset management. SUPC is exploring the viability of a potential framework agreement. The scope of this tender is the procurement of Laundry Equipment, services, supporting infrastructure and maintenance/repair of the associated equipment. Domestic equipment and the hire of linen or linen services is not covered by this tender. Rather than focusing solely on the purchase of equipment, the proposed framework aims to provide access to a range of complementary products and services that institutions may procure individually or in combination, depending on their operational requirements. At this stage, the proposed scope may include: commercial laundry equipment; managed laundry services and concession models; payment and digital technology platforms; maintenance and repair services; installation and commissioning; associated consultancy and technical advice; sustainability reporting and asset management support.

SUPC are looking to conduct Pre Market Engagement (PME) to understand the supplier market, the different commercial models in use and the technologies operating in this area to make informed decisions to assess the potential viability of this framework agreement and the specification that would form the basis of any such requirements. We would like feedback to gain a better understanding of how you manage your prices, the geographical areas in which you operate, the regulatory considerations for this market as well as how you currently contract with the HE sector and what we can do to replicate or improve these processes under a framework agreement.
