Summary of the contracting process

The Leeds and York Partnership NHS Foundation Trust, operating as the North of England NHS Commercial Procurement Collaborative (NOE CPC), is in the planning phase of a public procurement process titled "NOE CPC Total Technology Solutions II." This tender is set within the industry category of Information and Communication Technology (ICT) and is aimed at establishing a comprehensive framework for non-clinical hardware, software, and associated services across the NHS and the broader UK public sector. The procurement approach is underpinned by the Procurement Act 2023, utilising the open competitive procedure. Key locations involved include Sheffield, United Kingdom, with an essential milestone indicating supplier engagement by 3rd August 2026. The process aims to establish a framework agreement starting on 1st January 2027, thereby offering ample time for businesses to prepare their submissions. This opportunity is framed under a future notice set to be published by 31st December 2026.

This tender provides significant opportunities for business growth, particularly for organisations involved in network solutions, IT consulting, software development, and related areas. The framework is designed to accommodate a range of suppliers, from small and medium-sized enterprises (SMEs) to large conglomerates, providing them with a chance to supply goods and services across discrete categories or as comprehensive solutions. In particular, firms specialising in data processing, security software, telecommunications, or project management consultancy are well-suited to compete. Businesses will be able to engage with a transparent and compliant procurement route via NOE CPC, with the potential to establish lasting partnerships within the UK's public sector ICT landscape.
