Summary of the contracting process

The Scottish Government’s Primary Care Directorate is exploring a digital telephony service for General Practitioner practices across Scotland. The requirement covers advanced cloud-based telephone solutions and associated telephone and data transmission services, including telephone connections, exchanges, networks, IP telephony, switchboard functions and installation or upgrading of telephone switching equipment. The service is intended to improve patient access, strengthen practice resilience and support modern working arrangements, including remote and flexible service delivery. It will support General Practices in moving away from legacy analogue telephone services. The Scottish Government is acting as the buyer and central purchasing body, with delivery across all Scottish GP Practices. The main category is telecommunications services, including digital telephone systems and related implementation support.

This procurement is at the planning stage and is currently a Request for Information rather than a call for competition. The buyer is gathering market intelligence on available capabilities, technologies and potential delivery approaches for a future procurement, and responses will not be evaluated for an award. The buyer expects the next notice to be published on 1 December 2026. The requirement is linked to the transition from legacy analogue services before the UK-wide PSTN switch-off in January 2027. Suppliers are being asked to respond to an RFI questionnaire covering the stated requirements and alignment with Advanced Telephony Guidance. The process is covered by the Government Procurement Agreement. No contract value or contract duration is stated.

This exercise will suit telecommunications providers, unified communications specialists and technology integrators with experience delivering cloud-based business telephony at scale. Relevant capability is likely to include designing, supplying, installing, upgrading and supporting IP telephone systems, telephone exchanges, networks and connections for distributed organisations. Suppliers should be able to demonstrate reliable service operation, resilience and effective support for remote and flexible working, while improving access for patients and meeting the operational needs of General Practice. Experience of migrating customers from legacy analogue services, including planning around the PSTN switch-off, will be valuable. The buyer is particularly seeking solutions that align with Advanced Telephony Guidance and evidence of how they can be adopted across Scottish GP Practices.
