Summary of the contracting process

Kent County Council is planning a Home Safety and Security Installation Service for domestic abuse sanctuary-style provision in Kent. The service will help individuals and households remain safely in their own homes through property security and target-hardening interventions. The expected scope includes assessing needs, supplying and installing suitable security measures, and potentially maintaining security equipment. Relevant measures may include enhanced locks, electronic security locks, security fittings, cameras and other safety installations. The council is also seeking views on service design, delivery approaches, eligibility criteria, referral pathways and partnership models. The work is a public service procurement focused on domestic settings, vulnerable residents and households affected by domestic abuse or safeguarding concerns.

This procurement is at the planning stage and the council intends to use a tender process under the Procurement Act 2023; it is not yet a call for competition. Preliminary online market-engagement sessions are planned for 25 August 2026, from 10:00 to 11:30, and 4 September 2026, from 10:00 to 11:30. Organisations wishing to attend or ask questions are expected to express interest by 21 August 2026. The council expects to publish the next notice by 30 November 2026. The indicative contract period is 1 November 2027 to 31 October 2030, with an estimated three-year term and an option to extend by two years. The indicative value is £1.5 million excluding VAT, or £1.8 million including VAT, with an estimated value of up to £500,000 per annum. The procurement currently has one planned lot.

The engagement will suit suppliers that assess, supply and install domestic security and target-hardening measures, particularly those experienced in sanctuary-style services. Strong candidates are likely to combine practical property-security capability with discreet, professional and trauma-informed delivery. Experience supporting victim-survivors of domestic abuse, vulnerable residents or households with safeguarding concerns will be relevant. The council is also looking for insight from housing, community safety, safeguarding, domestic abuse, community and property-security organisations. Providers able to work effectively across statutory and voluntary-sector partners should be well placed to contribute, especially where they can support referral pathways and joined-up delivery. Businesses should use the planning stage to understand the proposed service model, demonstrate relevant delivery capacity and help shape future commissioning arrangements before the formal tender is launched.
