Summary of the contracting process

Cwm Taf Morgannwg University Health Board is procuring a fully comprehensive maintenance and testing service for life-critical fire alarm systems and automatic fire detection (AFD) equipment across its healthcare, administrative and community estate. The requirement covers acute and community hospitals, health centres, clinics, administrative buildings and specialist diagnostic facilities. Services include planned preventative maintenance, testing of all AFD equipment, reactive repairs, emergency call-outs, fire alarm monitoring equipment and Nimbus Gateway infrastructure, certification and management reporting. The supplier must keep fire alarm systems, ancillary equipment and accessories operational, legally compliant and able to support patient, staff and public safety. NHS Wales Shared Services Partnership – Procurement Services is managing the procurement for the Health Board, which will enter into the agreement.

The procurement reached tender: the buyer invited offers through an open procedure under the Procurement Act 2023, for one sole-supplier agreement. Enquiries had to be submitted by 7 October 2026 at 12:00, and tenders by 12 October 2026 at 13:00. The planned contract period is 23 November 2026 to 22 November 2029, with an option to extend by 12 months to 22 November 2030, subject to satisfactory performance. The estimated value is £390,583.53 excluding VAT, or £468,700.24 including VAT. Bids are submitted electronically through the appointed e-procurement portal, in English or Welsh. The award decision was scheduled for 6 November 2026. Evaluation is 50% commercial, 40% technical quality and 10% social value; economic and technical selection requirements apply.

This opportunity suits fire alarm and automatic fire detection maintenance specialists able to support a broad NHS estate and provide continuity across multiple types of healthcare and operational building. Relevant capability includes planned and reactive maintenance, full-system testing, emergency response, alarm monitoring, Nimbus Gateway infrastructure, certification and management information. Suppliers need sufficient resources, suitably trained personnel, service systems or software, and specialist equipment to maintain the integrity of installed AFD systems. The requirement is identified as suitable for small and medium-sized enterprises, although the successful supplier will need the capacity to deliver a comprehensive service across hospitals, clinics, health centres, administrative buildings and specialist facilities. Businesses with experience maintaining safety-critical fire detection and alarm environments are well placed to compete.
