Summary of the contracting process

Anchor Hanover Group is planning a strategic resident safety, call-bell and connected-care solution for its portfolio of 120 care homes across England, serving more than 6,000 older people. This is at planning stage: Anchor is testing the market and shaping the specification, target architecture, business case, roadmap and procurement approach; there is no invitation to tender yet. A competitive flexible procedure is planned. The buyer expects to publish a further procurement notice by 4 January 2027. The proposed contract period runs from 2 August 2027 to 1 August 2034. The estimated value is £6 million excluding VAT, or £7.2 million including VAT. The procurement is planned as a single lot. Anchor is holding supplier engagement through a presentation on 21 October 2026, followed by written capability and feedback submissions, with possible one-to-one sessions for shortlisted suppliers. Engagement is for market understanding, not supplier selection or bid evaluation.

The work is likely to suit suppliers able to deliver safety-critical care-home alarm and connected-care systems across a large, varied portfolio, including equipment supply, installation, monitoring, support and maintenance. Anchor is seeking reliable, resilient technology that continues to provide essential resident-safety functions if Wi-Fi or wider network services fail. Strong proposals will show how systems can be configured around individual residents, support staff response and provide evidence for regulatory compliance, assurance and inspections. Relevant capabilities include integrating with digital care-planning and equivalent applications, using managed Wi-Fi for mobile working and reporting, and supporting future specialist nursing, step-down and recovery services without replacing the core platform. SMEs are considered suitable. Market engagement offers suppliers a chance to explain their solution, implementation approach, operating-model implications and indicative commercial model before the procurement is defined.

These services support over 6000 older people with a range of residential care needs where safety, dignity, independence, accessibility and regulatory assurance are central to day-to-day operations. Resident safety and connected care technology is therefore a safety-critical capability, enabling residents to request assistance, supporting colleagues to respond effectively, and providing data to inform oversight, quality assurance and service improvement. Purpose of this market engagement Anchor is undertaking preliminary market engagement to understand current and emerging market capabilities and to help define a strategic resident safety and connected care solution. Anchor wishes to explore a safe, resilient and supportable common platform, or a small number of controlled solution patterns, across its care home portfolio. The preliminary market engagement will help Anchor understand the art of the possible, inform its defined specifications, target architecture, business case and roadmap, and explore the most appropriate delivery models for supply, installation, service and maintenance. Problem and opportunity Keeping residents safe, supporting independence and enabling colleagues to provide responsive, person-centered care are priorities for Anchor. A recent portfolio audit found issues with reliability, reporting, sensor performance, replacement equipment, ageing technology and fragmented support, across a varied portfolio of legacy technologies, suppliers and configurations. Indicative scope and areas of interest The future solution must support Anchor in meeting all applicable regulatory and statutory obligations relevant to care home operations. Suppliers should demonstrate how their solution enables providers to evidence compliance during day-to-day operation, internal assurance activity and regulatory inspection. The future solution should establish a consistent minimum standard for resident safety across all homes. It should also enable proportionate differentiation in resident and colleague experience to support Anchor's future Standard, Premium and Luxury care home service tiers. The solution should support person-centered care by allowing the system to be configured around each resident's individual needs, rather than being determined solely by the commercial tier of the home. The solution should also support the potential future expansion into specialist care models, including nursing, step-down and short-stay recovery, through configurable workflows, optional devices and integration with care or clinical records, without requiring replacement of the core platform. Anchor expects its digital care planning capability is likely to remain with the incumbent supplier in the immediate future, therefore future resident safety and connected care solutions should be capable of integrating with this and equivalent applications where appropriate. Anchor's Connected Properties programme is nearing completion. This project removes any corporate network and replaces it with a managed public Wi-Fi service across all care homes. The future solution may make effective use of this connectivity to support mobile working, integration, reporting and remote monitoring, while ensuring that safety-critical resident safety functionality remains operational if Wi-Fi or wider network services are unavailable. Planning Information

Pre-market engagement will be undertaken through a one-hour supplier presentation. The date, time and meeting link will be provided in the meeting invite issued by Anchor Procurement. Suppliers who are unable to attend may request access to a recorded version of the presentation, where available. Following the presentation on the 21st October 2026, all interested parties may submit a concise Capability and Feedback Summary of up to two pages. This should set out how their solution aligns with Anchor's objectives and emerging requirements, any suggested alternative approaches, key implementation considerations, relevant operating model implications and any areas where Anchor's assumptions could be simplified or challenged. Anchor will review all submissions to identify those suppliers whose solutions appear most closely aligned to the objectives and requirements outlined in this market engagement. A shortlist of suppliers may then be invited to participate in a follow-up one-to-one engagement session. The one-to-one sessions are expected to include a focused demonstration of relevant solution capabilities, further discussion of implementation and operating model considerations, and the provision of indicative commercial and pricing information. The purpose of this activity is to inform Anchor's understanding of available market solutions, delivery approaches and potential procurement options.
