Summary of the contracting process

Highlands and Islands Airports Limited (HIAL) is preparing to replace the primary surveillance radar system serving Sumburgh Airport in Shetland. The anticipated requirement covers detailed design, manufacture, supply, installation, commissioning and acceptance of the radar, with documentation, testing and regulatory support to bring it into operational use. The supplier is also expected to deliver the radar compound, infrastructure, civil engineering and associated works needed for an operational system from defined connection points. Land acquisition, provision of electrical power and communications connection points, certain property matters and ongoing maintenance are outside the proposed contract. The division of responsibilities between HIAL and the supplier remains subject to development. This is airport radar and air-traffic control equipment and installation work.

The process is at the planning stage: HIAL is conducting voluntary market engagement to inform its procurement strategy, project planning and business case, not inviting tenders or running a pre-qualification exercise. It seeks supplier input on capability, indicative costs, delivery timescales, support, technical considerations, risks and wider market intelligence. The current estimated value is £4.5 million. HIAL expects to issue a future notice on 2 November 2026. The RFI response date was 14 October 2026; this was a deadline for market-engagement responses, not a tender deadline. The procurement is planned as a single lot. The final scope and allocation of responsibilities are still being developed, and the procurement procedure and evaluation criteria have not yet been set out.

This work is likely to suit suppliers with demonstrable experience designing, manufacturing, supplying, installing and supporting primary surveillance radar systems for airports, together with the associated infrastructure and civil engineering capability. Suppliers should be able to address system commissioning and acceptance, testing, technical documentation and regulatory support, as well as delivery of a radar compound and an operational installation. Experience with airport and air-traffic control environments will be relevant to understanding the interfaces and requirements. HIAL is using engagement to learn about the market’s capabilities, indicative costs, timescales, support arrangements, technical considerations and project risks. These are the areas suppliers can help shape while the buyer develops its procurement strategy and scope; participation does not provide an advantage or disadvantage in any later competition. No specific accreditations or formal capacity thresholds are stated in the current plans.

Lot Information

Lot 1

HIAL seeks to procure a suitably qualified supplier to provide a replacement Primary Surveillance Radar system for Sumburgh Airport. The scope of the contract includes the detailed design, manufacture, supply, installation, commissioning and acceptance of the radar system, together with all associated documentation, testing and regulatory support required to achieve operational readiness. The precise scope of any future procurement remains under development and forms part of the purpose of this market engagement exercise. The procurement forms a key element of a wider Sumburgh PSR Replacement Project. Associated activities including land acquisition, provision of electrical power and communications points of presentation, certain property matters and ongoing maintenance arrangements fall outside the proposed contract scope. The supplier will be expected to provide and deliver the infrastructure, radar compound, civil engineering and associated works required to deliver an operational capability from the defined points of presentation. The final allocation of responsibilities between HIAL and the appointed supplier will be confirmed as part of any future procurement process. Additional information: HIAL invites interested suppliers to complete the accompanying Request for Information (RFI) relating to the potential Primary Surveillance Radar replacement at Sumburgh Airport.
