Summary of the contracting process

The Royal Borough of Windsor & Maidenhead plans to procure services to maintain, support and repair its bus real-time passenger information system. The work covers the hardware, software, communications infrastructure and data feeds needed to provide accurate live arrival and departure information across the borough’s passenger transport network. The supplier will also plan and carry out a condition survey to identify hardware requiring urgent replacement, and install equipment at new locations. This is a specialist passenger information and IT support service, including display screens and electronic information systems. Delivery is across the Royal Borough of Windsor & Maidenhead. The council is seeking to understand which suppliers have the expertise, experience and capacity to provide the service as part of its market engagement ahead of a future procurement.

This process is at the planning and market-engagement stage; there is no invitation to tender yet. The council is considering a longer-term contract, subject to procurement approval, with a proposed initial five-year term and a further five-year extension. The planned initial contract period is 1 April 2027 to 31 March 2032, with the possible extension taking the maximum period to 31 March 2037. The estimated value is £800,000 excluding VAT (£1,000,000 including VAT). The council invited interested suppliers to register their interest by email by 22 October 2026. No procurement procedure or evaluation basis has been set out at this stage.

This future requirement is likely to suit suppliers with direct experience delivering real-time passenger information services for bus networks, backed by the specialist staff and operational capacity to maintain and repair a live, borough-wide system. Relevant capabilities include managing passenger information hardware and displays, software, communications infrastructure and data feeds, alongside diagnosing faults and keeping arrival and departure information accurate. Suppliers should be able to propose and undertake a hardware condition survey, identify urgent replacement needs, and deliver installations at new sites to the required timescales. The council is specifically seeking evidence of specialist expertise, relevant delivery experience and sufficient capacity. Businesses able to cover both ongoing support and planned replacement or expansion work should monitor the development of the procurement.
