Summary of the contracting process

Dumfries and Galloway Council procured a measured-term planned preventive maintenance service for fire and security systems across its council properties throughout Dumfries and Galloway. The work covers servicing, maintenance and fault identification for fire alarms, radio fire alarms, intruder systems, panic alarms, access-control systems, CCTV, fire suppression and VESDA systems. The requirement is intended to keep council equipment compliant and operational, with contractors providing the necessary certification and qualifications. The contract is for services, including access equipment and the time needed to identify faults under the schedule of rates. The council is the buying organisation and the work is delivered across its property portfolio in Dumfries and Galloway.

This procurement has been awarded following a single-lot open procedure. Chubb Fire & Security Limited was selected, and the contract is active; it was signed on 7 July 2026. The awarded contract value is £875,773.16, against an estimated procurement value of £806,000. The contract has an initial three-year term, with an option to extend for a further 12 months. The amended tender deadline was 4 March 2026 at 12:00, with bids opened at the same time. Evaluation weighted price at 60% and quality at 40%. Seven electronic bids were received, including four from small and medium-sized enterprises. An electronic auction formed part of the procedure, and variants were not allowed.

This award demonstrates established demand from Dumfries and Galloway Council for planned preventive maintenance across a broad fire and security estate. Suppliers competing for a future requirement would need practical coverage across fire detection, radio fire alarms, intruder and panic alarms, access control, CCTV, fire suppression and VESDA systems, rather than a single narrow specialism. Credibility depends on the certifications and qualifications needed to maintain compliance, together with the technical capacity to service varied equipment, diagnose faults and provide access equipment where required. A capable regional or national fire and security contractor, including an SME able to coordinate multiple disciplines, would be well placed. Strong quality evidence matters alongside competitive schedule-of-rates pricing.
