Summary of the contracting process

The City of Edinburgh Council is seeking suppliers for a film and photography services framework supporting its communications, engagement and marketing. Work will be delivered in Edinburgh. The film and video lot covers promotional content across marketing channels, including television and social media; destination marketing; live streaming; event coverage; service information films; and website and digital material for education, training, behavioural change or promotion. The photography lot covers events and launches, marketing campaigns, service information, press opportunities, destination marketing, website content and corporate headshots. Suppliers may bid for either or both lots. The framework is intended to appoint multiple providers and support a range of Council requirements.

The buyer invited offers through a restricted procedure. The procurement has two lots: film and video services, and photography services. The stated estimated values are £110,000 for film and video and £50,000 for photography; the overall estimated value is £160,000. Each lot has a two-year contract period, with an option to extend by up to two further 12-month periods. Bids were due by 9 November 2026 at 12:00. The second-stage invitation was scheduled for 11 December 2026. Evaluation includes relevant experience, assessed through the response to question 4C.1. Each lot may shortlist up to eight candidates, and the framework allows up to seven participants. Variants are not permitted.

This opportunity suits established creative suppliers able to deliver professional film, video or photography for public-sector and third-sector clients. Relevant experience is a scored requirement, so bidders need examples that demonstrate their capability in the service areas they are pursuing. Applicants must meet the financial thresholds: annual general turnover of at least £55,000 for film and video or £25,000 for photography, for each of the last two financial years, plus a current ratio above 1.10 for both the current and prior year. Required insurance cover includes employer’s liability of at least £5 million, public liability of £10 million, professional indemnity of £2 million and cyber insurance of £500,000. Organisations with more than five employees must have a regularly reviewed, senior-approved health and safety policy. Subcontractors must be paid within 30 days.
