Summary of the contracting process

The University of Edinburgh’s VoIP telephony requirement covers support and maintenance of its existing telephone equipment and software assurance across multiple University sites. The wider system provides IP-based voice services, including voicemail and contact-centre applications, and supports users on desk phones and online devices. The arrangement also supports the phasing out of end-of-life hardware as the University moves towards an online-supported campus. This is telephony equipment and associated support, rather than a general IT support contract. Delivery is for the University of Edinburgh across its campuses. The University is the buyer; Getronics Services UK Ltd is the selected supplier.

The procurement has been awarded to Getronics Services UK Ltd, and the contract is recorded as active. The agreement was signed on 18 November 2015; the reported contract period is 720 days, and the contract value is £2,205,765. A later modification extends support and maintenance for existing equipment for 12 months, including Software Assurance that was due for renewal in 2026. The buyer’s stated reason was to allow time to assess the service and plan a move to an online solution, while reducing disruption by retaining a supplier familiar with the system. The original procurement covered design, supply, implementation, commissioning, maintenance and support, followed by migration across campuses. The reported award information identifies one supplier and one lot.

This award shows demand for suppliers able to maintain a university-scale VoIP estate across multiple sites while the buyer transitions away from end-of-life equipment. A credible competitor would need practical experience supporting IP telephony, associated software assurance and licensing, and services such as voicemail and contact-centre applications. The requirement combines dependable ongoing support with the ability to help manage hardware replacement and a phased move towards online telephony; continuity and familiarity with the installed environment were explicit considerations in retaining the incumbent. Suppliers should therefore be able to demonstrate service resilience, migration planning and support for users working across desk-based and online telephony. The buyer’s strategy points to a changing technical environment, so capability to support existing equipment during transition is as relevant as delivering a future online solution.
