Summary of the contracting process

Highlands and Islands Airports Limited (HIAL) is preparing to replace the Primary Surveillance Radar (PSR) serving Sumburgh Airport in Shetland. The proposed contract covers a replacement airport radar system, including detailed design, manufacture, supply, installation, commissioning and acceptance. It also includes the documentation, testing and regulatory support needed to make the system operational, plus the radar compound, infrastructure, civil engineering and associated works required from defined service connection points. The project is part of a wider Sumburgh radar replacement programme. Land acquisition, electrical power and communications connections, certain property matters and ongoing maintenance arrangements sit outside the proposed contract. HIAL is consulting the market to help define the final scope and responsibilities before developing a procurement strategy.

This is at the planning and market-engagement stage, not a competition or invitation to tender. HIAL is seeking voluntary supplier input to inform its procurement strategy, project planning and business case, including market capability, indicative costs, delivery timescales, support arrangements, technical considerations and risks. The stated estimated procurement value is £4.5 million. HIAL expects to issue a further notice on 2 November 2026. The market-engagement response date is 14 October 2026; this is a request for information, not a bid deadline. The future procurement procedure, contract timetable and evaluation criteria have not yet been set out. There is one planned requirement, with no separate lot opportunities described.

The proposed requirement is most relevant to suppliers with demonstrable experience designing, manufacturing, supplying, installing and supporting airport Primary Surveillance Radar systems. Businesses able to deliver the associated radar infrastructure, compound and civil engineering works may also be well placed, particularly where they can coordinate system integration, testing, commissioning and acceptance. Experience providing the technical documentation and regulatory support needed to bring airport radar into operational service is directly relevant. HIAL is seeking market intelligence as well as evidence of supplier capability, so specialists and integrated delivery teams can help shape the procurement strategy by explaining feasible technical approaches, support arrangements, risks and indicative delivery timescales and costs. This early engagement is preparation for a future procurement; participation does not confer an advantage or disadvantage in that process.»}
