PROJECT OVERVIEW The Supplier is responsible for the management and integrity of their enterprise and Associated/Connected person(s) by ensuring they can fully deliver the Requirement and have submitted a bona fide competitive tender response. As part of Energia's Financial Systems Strategy a review of its financial systems has been undertaken with a decision to replace our core financial system SAP ECC6. The procurement will encompass a systems Solution, implementation partner and support services. Our core financial system is SAP ECC6 (Financial Management) which runs our day-to-day financial operations and is supported by Process Director (Invoice workflows) and SRM (PO management) in order to manage the full Procure to Pay process. SAP currently integrates with over 12 business systems with critical systems not limited to Maximo (Asset and inventory Management) C2M (Customer Billing) and Endur (Market Data) which will be maintained. Our objective is to simplify our systems landscape by procuring a fully integrated ERP, SaaS platform (via single sign on) ("the System") which the group can deploy through modular based implementations. The system should encompass the below functionality with the ability to "add on" additional modules / functionality such as planning and sustainability reporting, when required in a phased manner. OVERVIEW OF REQUIREMENT The Supplier is responsible for the management and integrity of their enterprise and Associated/Connected person(s) by ensuring they can fully deliver the Requirement and have submitted a bona fide competitive tender response. Energia's core finance system is currently SAP ECC6. Over a number of years, the Group has traditionally purchased additional systems to complement ECC6 functionality resulting in a number of systems integrating via various methods with the core financial system. As the Group has grown, the volume and timing of multiple integrations and associated upgrades and respective governance across systems has become greater and greater. Our vision for finance systems is to have a single application across all core financial management functions (with the exception of customer billing) with the ability to "switch on" additional functionality in areas such as ESG reporting when needed. The overarching requirement for the procurement is the provision of a recognised Tier One ERP SaaS platform (via single sign on) ("the System") to encompass a core financial module, employee expenses module, and a Vendor Contract Management module (detailed below) plus the flexibility to procure future modules in a phased manner if required e.g. inventory management and ESG related reporting modules. It is proposed that the Multi-Party Framework will consist of two lots, • Lot 1 will consist of larger scale substations with a range between 110 – 400kV and an estimated cost range between £20 to £100m. • Lot 2 will consist of medium scale substations with a range between 33 – 275kV and an estimated cost range between £2 - £20m • The scope of works to be procured will include predominantly substation works including turnkey electrical, mechanical, civils and enabling works, with the inclusion of local overhead lines and cables within the curtilage of the site. • NIEN wish to retain the flexibility for each lot to utilise both Design and Build (D&B) and Engineering Procurement and Construction (EPC) models. • The default approach will be that equipment supply (transformers and switchgear etc.) will be in the scope of projects. The programme will focus on the impact of paramilitarism on the physical landscape. In doing so, the programme will help to: • Remove/Reimage negative paramilitary symbols/images in the community • Remove the sense of legitimacy of paramilitary control in the area • Reduce coercive control that different groups wield in their respective areas • Increase community confidence in the area This tender is linked to the Communities in Transition (CIT) Project and the overall Executive Programme on Paramilitarism and Organised Crime. The Contractor’s programme will incorporate and deliver a number of programme activities, described at paragraph 6.4 of the Specification. The Contractor must not be reimaging murals/symbols which are not paramilitary in nature, activities must be clearly linked to addressing issues which have arisen as a result of living in a community with high levels of paramilitary activity, criminality and organised crime and, to the Benefits Framework (as listed at paragraph 6.5 of the Specification).
