Essex County Council (ECC) are committed to investing in a quality holistic support offer for a thriving Voluntary and Community Sector (VCS), which is imperative to achieving the ambitions we have for Essex residents. This VCS support programme will build capacity and resilience to enable the sector to continue to deliver key services for residents as a valued system partner. As part of the wider VCS support programme, ECC are seeking to procure a VCS Resource and Funding Maximisation offer which will work collaboratively with: • A VCS Universal Standard Support Offer, providing digital business, compliance and learning resources. • A VCS Community Participation partner, working strategically to develop a culture of participation across Essex and: • Geographically based resources offering targeted and bespoke support across a range of outcomes. The primary scope of the VCS Resource and Funding Maximisation service is predicated upon investing in a partner to enable a more strategic approach to maximising the funding and resources for the VCS. This partner will leverage financial and non-financial resources, strengthen the VCS capacity to secure funding, and support a strategic approach to distributing funding and non-financial resources. As part of the Council's preparatory work to inform the commissioning intentions for this project, we are holding an online Market Engagement event on Monday 2nd December 2024 between 15:00 to 16:30. Cressing Temple Barn Roof Replacement - Market Engagement

This notice marks the launch of an Essex County Council market engagement to establish contractors who would be interested in participating in an open tender for the following project: Cressing Temple Barns, Witham Road, Cressing, Braintree, CM77 8PD Roof Replacement and Timber Repairs Market Engagement Bidders Day will be held at Cressing Temple Barns, 10:00am to 12:00noon 13th December 2024. Description of the site This project seeks to reduce the deterioration of both barns’ roof and timber frames over the next 80-100 years. Cressing Temple in Braintree is a Scheduled Monument, with Grade I listed 13th Century Barns known as the Barley Barn and the Wheat Barn. The Barley Barn is believed to be the oldest standing timber framed barn in the world. Both barns are amongst the few remaining Templar buildings in England. In addition, the site has four Grade II Listed buildings: the Granary, the Farmhouse, the Waggon Lodge, and the wall surrounding the Walled Gardens. In 2022 the Barley Barn and the Wheat Barn were both added to Historic England’s ‘Vulnerable Register’, which means these assets are being monitored by Historic England ahead of potential inclusion on the full published ‘Heritage at Risk Register’ when there is further deterioration or if there is not a funded repair plan in place. A condition survey has been completed on the Barley Barn and Wheat Barn, these condition surveys have highlighted a complete tile replacement and timber repairs schedule of works. Project THRIVE - A research project that will investigate and evaluate a range of initiatives which aim to grow patronage on bus services. Essex County Council (ECC) has been allocated £4.9m in 2023/24 and £4.9m in 2024/25 from Department for Transport (DfT) Bus Service Improvement Plan Plus (BSIP+) funding, this BSIP+ funding will be used to support a range of initiatives that were set out in the Essex Bus Service Improvement Plan. The Thrive research project was originally set out in the Essex County Council Bus Service Improvement Plan 2021-2026 which was published in 2021. The aim of the Thrive research project is to explore what targeted measures may drive growth in market town bus services. This data led project will test a range of initiatives and assess which has the greatest impact on driving passenger growth. ECC must ensure that all funding conditions under the BSIP+ Funding agreement are complied with - As defined in the BSIP Memorandum of Understanding (MoU) : 3.2 The Authority may use the funding to target it on the actions that they – and local operators through their Enhanced Partnership (where relevant) – believe will deliver the best overall outcomes in growing long term patronage, revenues and thus maintaining service levels, whilst maintaining essential social and economic connectivity for local communities. Pre-market Engagement for the Provision of a Merchant Service for Essex County Council Essex County Council (ECC) is at an early stage in procuring a Merchant Service Solution, and prior to formulating any formal procurement opportunity, seeks input from the market. Provide back-end Merchant Card Acquiring Services to take all ECC card and wallet type, including but not limited to ApplePay, AndroidPay and SamsungPay or take card payments as part of the day-to-day services provided by ECC. Essex County Council and Southend City Council are re-opening the framework agreement for External Foster Care Services. This Framework Agreement sets out the procedure for Placements, the terms and conditions for the provision of the Services and the obligations of a Provider under this Framework Agreement. Existing IFAs, who are currently on the framework agreement, will be required to confirm either that there has been no change to its tender response or to confirm what changes have occurred since its tender response (including any changes to pricing - the Council may, at its sole discretion, place a maximum cap on any annual re-pricing which may be linked to the Consumer Price Index) and any changes will be subject to evaluation in accordance with the published criteria. Existing IFAs also have the opportunity to enter lots they are not currently apart of. It is important to note that despite entering the framework agreement, the Customers shall have no obligation to make placements with any particular IFA under this Framework Agreement and this Framework Agreement is not a commitment or guarantee from the Customers to procure any Services or any specific volume of Services from any particular IFA.
