Chelmsford City Council is planning to commence a procurement under the Procurement Act 2023 to appoint a development partner to acquire and develop three strategic sites totalling approximately 15.6 acres which have been allocated for high-density residential, commercial and community offering at Chelmer Waterside. The sites are anticipated to collectively accommodate at least 770 units, with potential for up to 1,000 units. It is expected that 35% of the housing provision will be affordable housing. The contract is mainly for the supply of works with some ancillary real estate services. The Council is inviting developers to arrange a 1:1 virtual preliminary market engagement discussion with the Council commencing the 14th April 2025 to hear the Council's proposals with respect to the procurement, share responses to the Council's procurement strategy and engage with potential suppliers on optimum residential content and tenure mix; successful affordable housing provision including total no. of units, location and integration; working with a designated housing association to deliver affordable housing; and place making and community building. The Council is seeking to hold discussions with developers who have acquired and constructed over 200 units on a single site within the last five years, either individually or as part of a consortium. Essex County Council is re-commissioning the Community Rehabilitation Service to deliver a community based intensive rehabilitation programme. This is a notice for intention to award a contract under the PSR competitive process, with approximate lifetime value of £4,500,000. This is an existing service which will be re-commissioned between 1 April 2025 - 31 March 2030. The service contributes to a number of commitments within ECC’s four-year plan, Everyone’s Essex, notably to support healthy lifestyles and level up health. The service has a significant impact on the Council’s commitment to promoting health, care and wellbeing for all the parts of our population who need our support, including vulnerable adults, children and families. Essex County Council has also been greatly influenced by the Think Family initiative and has built on this by ensuring that all its commissioned services offer and/or provide support services to whole families where they are affected by someone else’s drug and/or alcohol misuse. Essex County Council is re-commissioning the Psychosocial Alcohol Intervention and Recovery Service (PAIRS). This is a notice for intention to award a contract under the PSR competitive process, with approximate lifetime value of £4,643,975. This is an existing service which will be re-commissioned between 1 April 2025 - 31 March 2030. The Psychosocial Alcohol Intervention and Recovery Service (PAIRS) has been delivered in Essex since 2019. The aim of the Service is to provide community based psychosocial interventions for those individuals with alcohol misuse issues, ensuring the service is safe and appropriate and in line with current local and national guidelines. The provider will work with service users to help them achieve their personal recovery goals and outcomes. The service will also provide direct support and expertise within various acute hospital sites, working jointly with the alcohol liaison nurses to engage with and support those admitted to hospital with alcohol related problems, or where alcohol has been identified as a problem once admitted.
