Essex County Council has contracted a supplier to provide a Mobility-as-a-Service (MaaS) digital solution to upgrade its current TravelEssex app (CO0391 Modernising Passenger Transport), which is due to go live Spring 2026. To integrate with this, the Council is seeking a software solution to further support its ambitions to make travel as inclusive and easy as possible around Greater Essex. This is a preliminary market engagement exercise to help ECC understand the market capability and capacity, to identify potential software solutions that enables all users to access travel more inclusively and easily. ECC's high-level requirements for the software solution must include the ability to: • Deeply integrate with our TravelEssex digital platform, via an existing public API (Application Programming Interface), solution provided by the supplier offering live arrivals, disruptions, amenity status (e.g. lifts, escalators etc) across multiple modes of travel • Provide visual and audible wayfinding and real-time information to users, via their smartphone, initiated by scanning a high-density code that is applied to infrastructure (e.g. bus shelters, bus stop, train stations and similar). The real-time feed would be provided by ECC for the supplier to ingest, in Siri SM/VM/SX formats. • Feature parity is required between the standard and audio formats. Essex County Council ('the Authority') have been pre-allocated £8,382,000 under the Local Electric Vehicle (LEVI) fund, which aims to increase the number of on-street low-powered charge points in residential areas, accelerating the commercialisation of Electric Vehicle (EV) Charging Infrastructure across the County. The Authority requires Service Providers for four concession contracts to install, manage, maintain, and replace as required, Electric Vehicle Charging Equipment. We require three different technology types: Street Furniture Charge Points (minimum 1 Socket), Multi-Socket Street Furniture Charge Points (minimum 2 Sockets), and 'Flush to the Floor' Charge Points (minimum 1 Socket). The outcome of these four contracts shall be to establish an integrated EV Charge Point network across Essex, constituted of a cumulative minimum of 5,000 Installed and Operational Sockets available for public use, particularly designed for the needs of Users without access to off-street parking. In 2019, Essex County Council (ECC) commissioned the Floating Support Service, which provides a broad range of short and medium- term interventions to prevent homelessness and address other housing related needs. Operating a peripatetic model, the service delivers flexible, outreach support across the County; providing targeted, cost-effective interventions to vulnerable adults and their families, who are at imminent risk of losing their accommodation, or whom may be experiencing a period of crisis. The service is aimed at people across a range of housing tenure, including those accommodated in social housing, owner-occupiers, private rented accommodation, as well as providing support to those who are homeless and require support with applying for accommodation. Essex County Council are seeking a floating service that can provide: 1. Targeted floating support to individuals and/or families presenting with complex needs including, but not limited to, threatened homelessness, substance misuse, domestic abuse, offending, mental-ill- health, neuro diversity, physical/sensory impairment, financial hardship/exclusion, care leavers and refugees with access to public funds. Floating Support encompasses a broad range of activity. 2.
