Notice Description

The purpose of this Prior Information Notice is to alert interested parties that HM Revenue and Customs (HMRC) will be holding a market engagement event on Monday 12th October 2020 to enable its requirement in breaking down and addressing PS900m worth of its IT spend; this will be through the Technology Sourcing Programme (TSP). TSP aims to deliver a step change in how HMRC delivers IT, works with IT suppliers to procure and utilise technology and how we work more broadly as an organisation. At this event, HMRC will describe its strategy and plans for TSP. HMRC collects over PS600bn tax annually to fund vital public services. HMRC's ambition is to be one of the most digitally advanced tax authorities in the world and technology is at the heart of its transformation. The Technology Sourcing Programme (TSP) will aim to support this through the development and implementation of an industry-leading technology target supply chain model, establish partnerships with suppliers to deliver innovation, enable the ability to address technical debt, reduce risk in our estate, improve cost effectiveness, provide flexibility and protect live services. The Programme will address HMRC's entire IT run and change spend of PS900m/annum and represents a major opportunity within the Public Sector IT transformation space. Suppliers are invited to an online presentation by TSP on Monday 12th October to hear further about HMRC's vision, strategy and future sourcing plans. The event time is 14:00 - 16:00 and suppliers are asked to dial in by 13:45 to allow a prompt start. Suppliers wishing to attend the Supplier Day can register, preferably via an RFi event on the HMRC/SAP Ariba portal, as per the 'Attachments, Additional Text' section of this notice. This will provide a link to the techUK registration and additional TSP information. Alternatively, suppliers can register directly with techUK using the link in the 'Attachments, Additional Text' section of this notice. Suppliers must register for the Supplier Day no later than 12:00 on the 9th October 2020. Additional information: To facilitate market engagement activity, an RFi event has been set up on the HMRC eSourcing portal to provide additional information about the TSP programme, supplier day and a messaging functionality to request and receive information. Not registering for the RFi event will not preclude Suppliers from expressing an interest in future procurements, as there will be a further opportunity to register later. HMRC use an HMRC version of SAP Ariba Sourcing. Suppliers using HMRC's Ariba for the first time will need to register at http://hmrc.supplier-eu.ariba.com/ad/register/SSOActions?type=full As part of the registration process you will receive an email.
