    "description": "The services are in scope of Schedule 3 of the Public Contract Regulations 2015 and so subject to the light touch regime. The procedure to be followed will be similar to the competitive procedure with negotiation described in regulation 29. It is envisaged that the competitive process will take place in successive stages to reduce the number of bidders, by applying the selection/award criteria stated in the procurement documents, ideally to no more than 3, with whom we will conclude final negotiations. The Authority reserves the right to award the contract on the basis of tenders without conducting negotiations.
