Parking Management Software System
Notice Description
The Authority wishes to award a contract for Parking Management Software System ("the Contract") through ESPO Framework 509_23 Parking Management Solutions. This will cover the following (though not limited to) requirements. Management and processing of Parking Permits. The Council requires a system capable of consolidating these processes into a single, new standalone Permit. Management System and whilst not an exhaustive list and therefore without limitation, the key requirements and features are detailed in Volume 1 (The Specification). System, including the supply and support and associated handheld hardware (for the use of Civil Enforcement Officers to use on-street/Off Street). System to undertake the issuing, management, and processing of Penalty Charge Notices (PCN's) issued for Parking contraventions under the Traffic Management Act (2004).
Lot Information
Provision of Cashless Parking and Civil Enforcement Solutions

Options: Option to extend for up to 12 months
Lot 2 - Pay on Foot Parking SolutionsTenderers are invited for the supply, installation and maintenance of Pay on Foot hardware and software and associated products and associated services.
Options: The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated in Section II.1.7 includes the option period.
Lot 3 - Cashless Parking (Mobile) SolutionsTenderers are invited for the supply, commissioning, maintenance and support of cashless parking (mobile) solutions, associated products and associated services.
Options: The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated in Section II.1.7 includes the option period.
Lot 4 - Civil Enforcement SolutionsTenderers are invited for the provision of hardware and software solutions and associated products & services to assist Local Authorities with their civil enforcement under the Road Traffic Act 1991 (RTA) and Traffic Management Act 2004 (TMA) and other similar legislation.
Options: The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated in Section II.1.7 includes the option period.

ESPO shall obtain a credit score for the suppliers on or before the Framework start date as a base score and where a significant change is identified over the life of the Framework Agreement, ESPO reserves the right to investigate the reasons for this significant change. Depending on the severity of the offences involved, it will be at the sole discretion of ESPO to suspend or even permanently remove the supplier from the Framework Agreement."
