Notice Description
The Environment Agency have established a Framework Agreement that will be utilised for the following requirements: -<br/>-Civil Engineering projects;<br/>-Mechanical Electrical Instrumentation Control and Automation projects;<br/>-Vegetation Management programmes;<br/>-Landscape and Habitat Creation Implementation and Establishment Aftercare; and<br/>-Asset Operation and Incident Response activities<br/><br/>The duration of the Framework is three years (36 months) with one optional one-year (12 month) extension (totalling fours years or 48 months).<br/><br/>The total estimated value of the Framework based on a four year (48 month) duration is between PS500,000,000.00 - PS600,000,000.00. <br/><br/>The Environment Agency does not guarantee any level of work under this Framework Agreement.
Lot Information
Lot 1a - Civils (maintain and construct) (Contracts Typical tasks and activities: - Typical tasks and activities (non-exhaustive): - Typical tasks and activities (non-exhaustive): - Typical tasks and activities (non-exhaustive): - To provide a wide range of MEICA services to refurbish and maintain the Environment Agency's asset base. Includes the delivery of small scale new assets but is predominately aimed at the maintenance and refurbishment of the Environment Agency's existing assets. Includes the design and build where required as part of the refurbishment / installation. Includes activities to support the Client's ability to operate assets, including out of hours incident support. Options: The duration of the Framework is three years (36 months) with one optional one-year (12 month) extension (totalling fours years or 48 months). To provide the delivery of vegetation management and arboricultural services to maintain the Environment Agency's asset base. Includes landscape hard and softworks, habitat creation and establishment aftercare. Includes activities to support the Environment Agency's ability to operate its assets including out of hours incident support. Options: The duration of the Framework is three years (36 months) with one optional one-year (12 month) extension (totalling fours years or 48 months).
* Earth embankments for flood defence.
* Concrete structures i.e. outfalls, abutments, hard flood banks, culverts, wave return walls, retaining walls.
* Erosion protection and revetment works - Rock armour works, stone and natural products, concrete blockwork, brickwork, dredging and channel excavation and geotextile solutions.
* Culverts repairs.
* Bridge works - removal of existing, construction (access bridges), repair/maintenance works.
* Piling works i.e. sheet piling, bored piles.
* Weirs, locks, flumes, sluices, gauging station infrastructure, fish passes.
* Minor building works such as telemetry kiosks and building maintenance works.
* Creating habitats for wildlife - engineering works to support habitat creation
* New channel creation/channel re-profiling.
* Metal fabrication and welding.
* Detailed design, bending schedules, drawings etc., for civil and building services.
* Design of temporary works.
* Natural flood management features (leaky barriers, river restoration, flood plain restoration)
* Fencing.
* Design, installation and repair of in -channel features such as Riffles, Groynes, Faggots, Deflectors, Mattresses, Fish passage structures, locks, etc,
* Undertaking emergency civil engineering works required including out of hours if necessary
* Minor building works on assets such as gauging stations, pumping stations
* Design, manufacture and installation of fabricated steel and aluminium structures
* Minor building and facilities management works
* Asset condition inspections (e.g. T98, Public Sector Risk Assessments (PSRAs) etc)
The following is to be undertaken by chartered landscape architects (registered individuals/practices with the Landscape Institute):
* Site Inspections and Monitoring of the Landscape & Habitats implementation and establishment aftercare by professional consultants
* Monitoring of intervention measures to ensure Environmental Net Gain (ENG) and Biodiversity Net Gain (BNG) is successfully established
* Broader administration of the Monitoring Services by LI registered landscape practices to support the technical services provided by the Client's Landscape Contract Support team
* Landscape Contract Administration :
- The role of Delegated Contract Administrator for individual JCLI Landscape Contracts being called off through the Framework.
- The role of Landscape Clerk of Works undertaking on-site inspections, monitoring and reporting of both the works implementation itself together with the subsequent 5 or 10 year establishment aftercare period.
- Financial scheduling and forecasting for each of the framework contracts.
* Grass & Weed cutting spraying and removal via mechanical and manual method
* Vegetation management in and around fluvial (rivers) or coastal assets
* Tree works
* Tree surveys and risk assessments
* Planting and seeding
* Inspection for blockages caused by debris that affect or could affect flows in rivers and on assets such as debris screens, weirs, fish & eel passes etc
* Inspection for visual change to the integrity of the structure, e.g. cracking to brickwork in a headwall, bolts missing from a screen, fencing panels bent open, site signage etc
* Remove any debris on structure and remove to regulated disposal or green waste recycling site where appropriate.
* Inspection and maintenance of assets such as flap valves, penstocks, debris screens, fish passes etc.
* Assessment and clearance of gravels & silts from rivers and traps including regulated disposal
* Invasive weed control and treatment of invasive non-native vegetative species (INNS)
* Vermin and pest control
* Provision of temporary field team resource
* The landscape construction (implementation) of hard and soft landscape works
* Creation and management for a broad range of habitats compliant with Environmental Net Gain (ENG), Biodiversity Net Gain (BNG) and some aspects of carbon offsetting
* Habitat restoration, e.g. peatland restoration
* Establishment Aftercare of soft landscape works:
* Trees
* Shrubs
* Bulbs
* Grassland
* Wetlands
* Marginal Habitats
* Intervention measures to ensure Environmental Net Gain (ENG) and Biodiversity Net Gain (BNG) is successfully established
* Natural flood management features (e.g. leaky barriers, offline storage, woodland planting for flood risk management, runoff management)
* Protective Fencing
