Print and Signage Framework 2026
Notice Description
The Council wishes to commission Supplier(s) on a framework basis, to supply Print and Promotional Signage Materials and Services. The Open Framework will operate for a maximum term of eight (8) years from the Commencement Date. Following the reopening of the Framework in the third year, the Council reserves the right, at its discretion, to reopen the Framework to admit new suppliers for the remainder of the original eight-year term. Such reopening may occur in circumstances such as when existing suppliers leave the Framework, are unable to meet requirements, responding to market changes or innovations, and encouraging SME participation, or where reopening is deemed necessary to maintain competition and value for money. Any reopening constitutes a renewal of participation for the remaining duration of the original term and does not extend or reset the eight-year limit (in accordance with section 49(2)(c) of the Act). This tender notice is for the award of a public contract through a competitive flexible procedure in accordance with section 20(1) and (2)(b) of the Procurement Act 2023. Please note, a nominal estimated Lot value has been stated to allow this notice to be published. Tenderers will be given the opportunity to tender for 6 separate lots, as follows: Lot 1 Digital & Litho Print Lot 2 Printed Envelopes Lot 3 Promotional Items Lot 4 NCR Sets Lot 5 Vehicle Graphics Lot 6 Large Format & Signage Tenderers may submit for one, several or all Lots. Tenderers must ensure that they have the capacity to deliver should they be selected for more than one Lot. The number of suppliers to be appointed to each Lot within this Framework agreement will be limited to a maximum of 8 suppliers per Lot.

Digital and Litho Print
Lot 1 to include provision of Business Cards / Flyers / Certificates, Posters / Letterheads /Compliment Slips / Leaflets / Booklets - includes folding and bespoke sizes
Options: The right to additional purchases while the contract is valid. Lots can be combined

Planning Information
Carmarthenshire County Council are shortly due to tender an opportunity for the provision of Print and Signage Services across Carmarthenshire. To promote the opportunities available to providers, the Council is holding a market briefing session, which will be held at The Beacon Centre of Enterprise, Llanelli, SA14 8LQ on Thursday 5th June 2025 between 10:30 and 12:30. The briefing session will provide an overview of the service specification and tender process. The Council will also offer online briefing sessions on the 9th and 10th June, please email for further information. The tender is expected to be live at the end of July 2025. Business Wales will also be in attendance to explain the tendering advice and support they offer tenderers.
