EEM0067 - Fire Safety, Security & Entry and Access Systems Framework
Notice Description
EEM are conducting this tender exercise to procure a Fire Safety, Security & Entry and Access Systems Framework to replace our existing EEM0037 Framework (expiring 29th August 2026) and EEM0067 Framework (expiring 23rd October 2026) into a single, consolidated Framework. The Framework will provide EEM Members with a provision for Fire Safety, Security and Entry and Access Systems Framework Services delivered via this Framework will be to domestic and commercial properties. Domestic properties will typically be consisting of a mixture of domestic housing stock, bungalows, blocks of flats, and sheltered housing schemes as well as garages, and depots and any other building owned and/or managed by our membership. Commercial properties will include but not be limited to business units, office buildings, hospitals and care facilities, academies, schools, colleges, universities, education centres, student accommodation, homes and care facilities for older people, children's homes and centres, community centres, leisure centres and gyms, libraries, pavilions, changing rooms and public toilets, outdoor leisure facilities, car parks, industrial units, depots, and garages. The Framework will be split into the following workstream and geographical Lots: Lot 1 - Install and Maintenance of Fire and Intruder Alarms Sub Lot 1 - Midlands Sub Lot 2 - National Lot 2 - Install and Maintenance of Door Entry, Access Control Systems and CCTV Sub Lot 1 - Midlands Sub Lot 2 - National Lot 3 - Install and Maintenance of Warden Call and Assisted Living Systems Sub Lot 1 - Midlands Sublot 2 - National Lot 1 is being created to support Members by providing the supply, installation, servicing and ongoing maintenance of fire safety systems and equipment, covering but not limited to: Fire Alarm Systems Service and Maintenance (Conventional, Addressable, Analogue Addressable and Wireless). Fire Alarm Systems Upgrades and New System Installations (Conventional, Addressable, Analogue Addressable and Wireless). Detection Devices (Smoke, Flame, Optical Beam, Heat, Carbon Monoxide, Multi-Sensor, Aspirating Smoke and Manual Call Points). Output Devices (Warning System/Bell Relays, Door Holder Relays, Auxillary Relays, Loop Sounders and Visual Alarm Signals). Sprinkler, Misting and Suppression Systems, New Installations, Maintenance and Repairs. Aspirating System Installations, Upgrades, Maintenance and Repairs. Fire Protection Equipment Supply, Maintenance, and Refill o Fire Extinguishers o Fire Hydrants o Fire Dampers o Fire ShuttersWI o Fire Blankets o Fire Evacuation Chairs o Hose Reels, Inlets, Valves and Nozzles o Safety Signs Dry and Wet Riser Systems, Maintenance, Repairs and System Upgrades Automatic Opening Vents (AOVs) Maintenance, Repairs and System Upgrades Fire Door Inspection Services Emergency Lighting Systems Maintenance, Repairs and System Upgrades Intruder Alarm System To bid for Lot 1 you MUST be able to undertake all works as listed in the specification and Pricing Schedule. Submissions for a specific element of work such as Fire Extinguishers or Sprinkler Systems will not be accepted. Lot 2 is being created to support Members through the provision of secure, reliable and fully integrated security and access solutions. The scope includes the design, supply, installation, servicing and ongoing maintenance of the following systems: Door Entry and Access Control Audio, video, digital and IP-based door entry systems Keypad, fob, card and biometric access control solutions Integration with existing security and building management systems Servicing, preventative maintenance and reactive repairs CCTV and Surveillance Fixed, dome and PTZ CCTV cameras IP, HD and networked CCTV systems Recording, monitoring and remote access equipment Integration with wider security platforms Planned preventative and reactive maintenance services Automated Entry and Physical Security Systems Automated and manual gates and barriers Automatic sliding, swing and revolving doors Bollards Roller shutters and security grilles Systems regulating pedestrian and vehicular access Compliance with safety, legislative and accessibility requirements Routine inspection, testing and scheduled maintenance Reactive maintenance and repair services This lot provides a comprehensive approach to access control, site security and automated entry, ensuring safe, compliant and resilient solutions across Member estates. Contractors applying for Lot 2 must be able to undertake Fire Safety, Security & Entry and Access Systems works as covered by this lot to ensure the bid is compliant. To bid for Lot 2 you MUST be able to undertake all works as listed in the specification and Pricing Schedule. Submissions for a specific element of work such as CCTV systems or Door Entry will not be accepted. Lot 3 is being created to support Members by providing solutions to support independent living and resident safety, particularly in sheltered and supported housing schemes. It covers the installation and upkeep of technology that enables effective communication and emergency response, including (but not limited to): Warden call and nurse call systems Telecare and telehealth devices Personal alarms and emergency pull cords Assisted living systems Integration with monitoring centres Regular testing and maintenance Reactive maintenance To bid for Lot 3 you MUST be able to undertake all works as listed in the specification and Pricing Schedule. Submissions for a specific element of work such as Assisted Living Systems or Personal Alarms will not be accepted. The timetable for this procurement is subject to amendment at the sole discretion of EEM. Please note that the total potential framework value stated within this notice is in relation to the full 4-year framework and takes into consideration all lots, length of call off contracts and that the EEM membership may grow over the framework lifetime. The Framework is being procured by EEM on behalf of the organisations that have been accepted as authorised users. Authorised User means EEM and any other contracting authority (as defined in Section 2 PA23) described in the Tender Notice that is also listed as an authorised user on EEM's website https://eem.org.uk/members/ Authorised users are classed as any current company law member, any future company law members and any user that has been authorised access to the frameworks and other public procurement tools provided by EEM. EEM is incorporated as a company limited by guarantee and is owned and governed by a small number of organisations who make up our 'Company Law Members', all of which are Contracting Authorities in their own right. The Framework Agreements being procured by the procurement exercise begun by publication of the Contract Notice will be entered by EEM as the Contracting Authority which will have undertaken and completed that procurement exercise. Any reference in the Tender Notice or tender documents to Contracting Authority is deemed to be and include a reference to EEM. The organisations entitled to access and use the Framework Agreements to be awarded at conclusion of the procurement exercise begun by publication of the Tender Notice are: Any current EEM Member - being an organisation which is a Company Law Member of EEM at the date of this Tender Notice and being one of the organisations who owns and governs EEM; Any Future Member of EEM, from time to time Company Law Members and the EEM Board may appoint additional organisations to become Company Law Members. All Future Members will also be Contracting Authorities in their own right; and A Framework User - being an organisation who has signed and agreed to the terms of accessing EEM Frameworks and who is authorised to access the frameworks and other public procurement tools provided by EEM. EEM frameworks may accessed by all publicly funded organisations. Frameworks can be used by any organisation that falls in to one or more of the categories listed below and can be identified through the links provided as users in accordance with the Procurement Act 2023. The list of potential framework users below is not exhaustive of all organisations who can utilise EEM services, access will be granted to any publicly funded organisation. Registered Social Landlords in England and Wales, including but not limited to: 1. Registered Social Landlords in England and Wales, including but not limited to https://www.gov.uk/government/publications/registered-providers-of-social-housing 2. Local Authorities, including but not limited to England and List of councils in Wales. .3. National Health Service (NHS) bodies including NHS Trusts, foundation trusts, Integrated Care Boards or Partnerships, GP federations and other health and social care providers within England and Wales. 4. All emergency services including Police Forces, fire and rescue departments and emergency medical services. 5. All education establishments including but not limited to, schools maintained by local authorities, academy trusts, colleges, universities and other further education establishments. 6. Registered Charities with a relevant link to the core purpose and services provided by EEM. 7. Central government departments and their agencies 8. All other contracting authorities as defined in the Procurement Act 2023.

Contractors applying for Lot 2 must be able to undertake Fire Safety, Security & Entry and Access Systems works as covered by this lot to ensure the bid is compliant. To bid for Lot 2 you MUST be able to undertake all works as listed in the specification and Pricing Schedule. Submissions for a specific element of work such as CCTV systems or Door Entry will not be accepted. Lot 3 is being created to support Members by providing solutions to support independent living and resident safety, particularly in sheltered and supported housing schemes. It covers the installation and upkeep of technology that enables effective communication and emergency response, including (but not limited to): Warden call and nurse call systems Telecare and telehealth devices Personal alarms and emergency pull cords Assisted living systems Integration with monitoring centres Regular testing and maintenance Reactive maintenance To bid for Lot 3 you MUST be able to undertake all works as listed in the specification and Pricing Schedule. Submissions for a specific element of work such as Assisted Living Systems or Personal Alarms will not be accepted. The timetable for this procurement is subject to amendment at the sole discretion of EEM. Please note that the total potential framework value stated within this notice is in relation to the full 4-year framework and takes into consideration all lots, length of call off contracts and that the EEM membership may grow over the framework lifetime. The Framework is being procured by EEM on behalf of the organisations that have been accepted as authorised users. Authorised User means EEM and any other contracting authority (as defined in Section 2 PA23) described in the Tender Notice that is also listed as an authorised user on EEM's website https://eem.org.uk/members/ Authorised users are classed as any current company law member, any future company law members and any user that has been authorised access to the frameworks and other public procurement tools provided by EEM. "description": "Efficiency East Midlands Limited (EEM) is conducting an open tendering procedure in accordance with sections 19 to 24 of the Procurement Act 2023 to establish a Fire Safety, Security & Entry and Access Systems Framework to replace our existing EEM0037 Framework (expiring 29th August 2026) and EEM0067 Framework (expiring 23rd October 2026) into a single, consolidated Framework. The Framework agreement will be for a period of 48 months, running from Monday 9th November 2026 to Friday 8th November 2030. There will be a two year break clause for any NHS Authorities using the framework. The two year break clause will be reviewed on 9th November 2028. A maximum of 10 Contractors may be appointed onto each of the geographical lots of the Framework, ensuring that all our member's requirements are covered taking into consideration the range of locations our members are located in. EEM Members and Users can award contracts with suppliers on the framework using any of the following procedures: * Award Without Competition * Competitive Selection Process (Mini Competition) The call-off contract to be awarded pursuant to the Framework Agreements may be entered into at any time during the term of the Framework Agreement and may continue for a duration of up to five years beyond expiry of the four-year term of the Framework Agreements.
