Summary of the contracting process

York and North Yorkshire Combined Authority, on behalf of itself and the Chief Constable for North Yorkshire Police, is seeking a unified customer contact and force control room solution. The requirement brings together multi-channel contact management, command and control, an integrated communications control system and telephony. It is a combined technology and service requirement, covering communications and control-room systems, software, telecommunications and related IT support. The solution is intended to serve the Authority and North Yorkshire Police. Delivery is in North Yorkshire, within the wider Yorkshire and the Humber area. The requirement is structured in three phases: a minimum viable product, compulsory enhancements and optional enhancements. The contract is for five years from 1 October 2027 to 30 September 2032, with an option to extend by up to ten further 12-month periods. The phased approach requires delivery of a minimum viable product and compulsory enhancements, with further optional enhancements potentially forming part of the work. Bidders should be equipped to demonstrate their proposed solution and take part in dialogue and a best and final offer stage. Technical quality has the greatest evaluation weight, so suppliers should be prepared to evidence the performance and suitability of their solution against the technical questions, alongside a competitive price and a credible social-value offer. This is a substantial, long-term programme for public safety operations.
